【摘要】：目的:基于公共政策的視角研究老齡化對醫(yī)療費用的影響及其對策。方法:基于某市2005—2013年間的職工醫(yī)療保險統(tǒng)籌基金數(shù)據(jù),通過"時間表"和"年齡別"兩個變量,觀察人口老齡化對醫(yī)療費用的影響。結果:研究發(fā)現(xiàn)了"未老先衰"問題:一是該市人口老齡化的實際程度并不嚴重;二是79歲以上年齡組次均費用是60歲以下年齡組的3倍以上,但是高齡和臨終老人的醫(yī)療消費占比和增幅均在下降,并不是拉高醫(yī)療費用的主要原因;反而,25~59歲年齡的占比和增幅均較快。結論:"人未老、體先衰"屬于社會老化問題,社會老化是"身心健康狀況早衰、勞動力市場早退"等現(xiàn)象的總稱。人口老齡化不等于社會老化,出現(xiàn)未老先衰問題的主要原因在于公共政策失靈和公共服務不足。為此,應改善公共政策和公共服務,積極應對人口老齡化的建議。
[Abstract]:Objective: to study the effect of aging on medical cost and its countermeasures from the perspective of public policy. Methods: based on the data of medical insurance fund in a certain city from 2005 to 2013, the effects of aging population on medical expenses were observed by means of "schedule" and "age difference". Results: the study found the problem of "premature aging": first, the actual extent of the aging of the population in the city is not serious; second, the average cost of the age group over 79 years old is more than three times that of the group under 60 years of age. However, the proportion and increase of medical expenses of the elderly and the dying are both declining, which is not the main reason for the higher medical expenses. On the contrary, the proportion and the increase of the age of 25 to 59 are both relatively fast. Conclusion: "Man is not old, body first decline" belongs to the problem of social aging, social aging is the general term of "premature decline of physical and mental health, premature retirement of labor market" and so on. Population aging is not equal to social aging. The main causes of premature aging are the failure of public policy and the insufficiency of public service. To this end, we should improve public policies and public services, and actively respond to the recommendations of population aging.
