【摘要】：黨的十八屆五中全會審議通過的《中共中央關于制定國民經濟和社會發(fā)展第十三個五年規(guī)劃的建議》表示:"堅持共享發(fā)展,著力增進人民福祉",要"按照人人參與、人人盡力、人人享有的要求,堅持發(fā)展為了人民、發(fā)展依靠人民、發(fā)展成果由人民共享并做出更有效的制度安排,使全體人民在共建共享發(fā)展中有更多獲得感"。會議提出的包括共享發(fā)展理念在內的五大新的發(fā)展理念,是我黨繼科學發(fā)展觀后在發(fā)展理念問題上的又一次重大突破,明確將共享發(fā)展理念作為發(fā)展戰(zhàn)略寫入第十三個五年計劃的規(guī)劃中,并強調:中國特色社會主義的本質要求,就是共享。這表明,共享發(fā)展的理念已被提升到治國戰(zhàn)略思想的高度。共享發(fā)展執(zhí)政理念,蘊藏著有深厚的理論根基。充分地體現和踐行了一切為了人民這一唯物史觀的根本觀點和黨的根本宗旨,體現了對馬克思主義基本原理的高度自覺。因此,共享發(fā)展是堅持和發(fā)展中國特色社會主義的內在要求。人民群眾既然是歷史的主體、實踐和認識的主體,也就理所當然地成為價值的主體。人民是價值的創(chuàng)造者,也應該是價值的享有者。人民群眾積極性、主動性、創(chuàng)造性的充分發(fā)揮是社會主義事業(yè)成功的根本保證。因此,在實踐中更好地自覺踐行共享發(fā)展理念,對于實現全面建成小康社會的目標,對于實現中華民族偉大復興的中國夢具有重要的理論研究價值和現實意義。本文以共享發(fā)展理念為題,以在實踐中推進共享發(fā)展為基本出發(fā)點,論述了共享發(fā)展成果的現狀和目前存在的問題及其成因,并側重就共享發(fā)展成果的實現路徑做出探討。本文的內容共分為四章:第一章,共享發(fā)展理念的研究背景、研究目的及意義,國內外研究現狀及分析。第二章,共享發(fā)展理念概述。包括對共享發(fā)展概念解讀、淵源及積極作用的陳述。闡明了馬克思主義經典作家及中國特色社會主義理論體系中的共享發(fā)展思想及其重要作用。第三章,重點對人民共享發(fā)展成果的現狀、面臨的問題及其成因展開了分析。第四章,針對人民共享發(fā)展成果的現狀、面臨的問題及其原因,提出了構建和諧社會背景下共享發(fā)展理念的實現路徑。
[Abstract]:The "proposal of the CPC Central Committee on formulating the 13th Five-Year Plan for National Economic and Social Development", which was deliberated and adopted by the Fifth Plenary session of the 18th CPC Central Committee, states: "stick to shared development and strive to promote the well-being of the people." The demand of all people, insisting that development is for the people, that development depends on the people, and that the fruits of development are shared by the people and that more effective institutional arrangements are made, so that the whole people will have a greater sense of gain in the process of building and sharing development together. " The five new development concepts, including the shared development concept, put forward at the meeting are another major breakthrough on the issue of development concepts put forward by our Party following the scientific concept of development. The concept of shared development is clearly included in the planning of the 13th Five-Year Plan, and it is emphasized that the essential requirement of socialism with Chinese characteristics is sharing. This indicates that the concept of shared development has been elevated to the height of the strategic thinking of governing the country. The concept of shared development holds a profound theoretical foundation. It fully embodies and practices the fundamental view of historical materialism of all for the people and the fundamental purpose of the Party, and embodies a high degree of consciousness of the basic principles of Marxism. Therefore, shared development is the inherent requirement of adhering to and developing socialism with Chinese characteristics. Since the masses are the subject of history, practice and cognition, they naturally become the subject of value. The people are the creators of value and should also be the holders of value. The enthusiasm, initiative and creativity of the people are the fundamental guarantee for the success of the socialist cause. Therefore, it has important theoretical research value and practical significance to realize the goal of building a well-off society in an all-round way and to realize the great rejuvenation of the Chinese nation Chinese Dream. Based on the concept of shared development and the basic starting point of promoting shared development in practice, this paper discusses the present situation, problems and causes of shared development, and probes into the realization path of shared development results. The content of this paper is divided into four chapters: the first chapter, the research background, research purpose and significance, domestic and foreign research status and analysis. The second chapter is an overview of the concept of shared development. Including the interpretation of the concept of shared development, the origin and positive role of the statement. This paper expounds the thought of shared development and its important role in the theoretical system of Marxism classic writers and socialism with Chinese characteristics. The third chapter focuses on the status quo of people sharing the fruits of development, the problems faced and their causes. In the fourth chapter, according to the current situation, the problems and the reasons of the people sharing the development achievements, the realization path of the shared development concept under the background of building a harmonious society is put forward.
