【摘要】：殘疾人由于身體的殘缺導(dǎo)致功能障礙,是社會(huì)發(fā)展中的一個(gè)特殊弱勢(shì)群體,因此,他們?cè)谏钪斜绕胀ㄈ烁枰獎(jiǎng)e人的幫助與扶持,其對(duì)就業(yè)的需求比普通人更加急迫,就業(yè)不僅可以維持生計(jì),更是殘疾人自我價(jià)值的體現(xiàn)。所以,解決殘疾人就業(yè)保障問(wèn)題,是社會(huì)對(duì)維護(hù)殘疾人平等權(quán)利的實(shí)現(xiàn),也是社會(huì)公平的提升,更是社會(huì)保障網(wǎng)的完善。黑龍江省殘疾人聯(lián)合會(huì)發(fā)布的殘疾人事業(yè)發(fā)展統(tǒng)計(jì)公報(bào)顯示,黑龍江省共有殘疾人總數(shù)超過(guò)85萬(wàn)人,而就業(yè)總?cè)藬?shù)僅為37萬(wàn)人,參加就業(yè)的人數(shù)相對(duì)不多,而現(xiàn)行關(guān)于完善殘疾人就業(yè)保障體系的研究工作較少,且大多為全國(guó)范圍的宏觀研究,對(duì)完善黑龍江省殘疾人就業(yè)保障體系的研究更少,為此,文章對(duì)這一問(wèn)題進(jìn)行了分析研究。 文章以黑龍江省的殘疾人就業(yè)保障問(wèn)題為主要研究對(duì)象,分析黑龍江省的現(xiàn)狀,由于政府對(duì)殘疾人就業(yè)保障缺乏重視、就業(yè)政策實(shí)施力度不足、財(cái)政支出結(jié)構(gòu)不合理、殘疾人就業(yè)保障金籌集來(lái)源單一以及勞動(dòng)力市場(chǎng)仍然存在就業(yè)歧視等原因,造成了當(dāng)前殘疾人就業(yè)保障政策制度不全面、就業(yè)保障的覆蓋面小、殘疾人就業(yè)保障金來(lái)源及使用范圍小以及職業(yè)培訓(xùn)機(jī)構(gòu)數(shù)量少等現(xiàn)狀。結(jié)合黑龍江省實(shí)際情況,并通過(guò)借鑒國(guó)外幾個(gè)典型國(guó)家和地區(qū)成熟的殘疾人就業(yè)保障體系相關(guān)措施,提出關(guān)于體系建設(shè)的相關(guān)政策建議,主要從強(qiáng)化政府的主導(dǎo)地位、完善職業(yè)培訓(xùn)體系、建立職業(yè)康復(fù)體系、改進(jìn)配套措施幾個(gè)層面解決當(dāng)前存在問(wèn)題,最終建立起完善成熟的殘疾人就業(yè)保障體系。
[Abstract]:Disabled persons are a special vulnerable group in the development of society because of the disability of their body. Therefore, they need more help and support from others in life than ordinary people, and their need for employment is more urgent than that of ordinary people. Employment can not only maintain a livelihood, but also reflect the self-worth of the disabled. Therefore, to solve the problem of employment security for the disabled is not only the realization of the equal rights of the disabled, but also the promotion of social equity, and the perfection of the social security network. According to the statistical bulletin on the development of the cause of the disabled issued by the Heilongjiang Federation of disabled Persons, the total number of disabled persons in Heilongjiang Province is over 850000, while the total number of employed persons is only 370000. The number of people taking part in employment is relatively small. However, the current research work on improving the employment security system for the disabled is less, and most of the studies are nationwide macro studies, and the research on the improvement of the employment security system for the disabled in Heilongjiang Province is even less. For this reason, The article takes the employment security of the disabled in Heilongjiang Province as the main research object, analyzes the present situation of Heilongjiang Province, because the government does not attach importance to the employment security of the disabled. The implementation of employment policy is insufficient, the structure of financial expenditure is unreasonable, the source of employment security fund for the disabled is single, and the employment discrimination still exists in the labor market, which results in the incomplete employment security policy system for the disabled at present. The coverage of employment security is small, the source and scope of employment security funds for the disabled is small, and the number of vocational training institutions is small. According to the actual situation of Heilongjiang Province, and by referring to the relevant measures of the mature employment security system for the disabled in several typical foreign countries and regions, the paper puts forward the relevant policy recommendations on the construction of the system, mainly from strengthening the leading position of the government. Improve the vocational training system, establish the vocational rehabilitation system, improve the supporting measures to solve the existing problems at several levels, and finally establish a mature employment security system for the disabled.
