經(jīng)濟(jì)相互依賴、國(guó)內(nèi)政治與國(guó)家間沖突——兼論中國(guó)與周邊海洋權(quán)益爭(zhēng)端國(guó)家間關(guān)系

【摘要】:中國(guó)與周邊海洋權(quán)益爭(zhēng)端國(guó)家之間的政治和經(jīng)貿(mào)關(guān)系復(fù)雜。與日本的關(guān)系自安倍晉三執(zhí)政以來(lái)表現(xiàn)為政冷經(jīng)熱,與菲律賓的關(guān)系在阿基諾三世執(zhí)政期間表現(xiàn)為"政冷經(jīng)熱",與韓國(guó)的關(guān)系在樸槿惠時(shí)期則經(jīng)歷了"政經(jīng)雙熱"到"政冷經(jīng)不熱",與越南的關(guān)系不冷不熱。中國(guó)是日本、菲律賓和越南等國(guó)家的主要貿(mào)易對(duì)象,它們對(duì)中國(guó)的經(jīng)濟(jì)依賴程度遠(yuǎn)高于中國(guó)對(duì)它們的依賴程度。按照貿(mào)易和平論,兩國(guó)之間的經(jīng)貿(mào)密切往來(lái)會(huì)帶來(lái)和平或至少會(huì)降低沖突或戰(zhàn)爭(zhēng)的可能性。然而,由于國(guó)內(nèi)政治因素或第三方國(guó)家的影響,貿(mào)易和平論并非總能成立。在中國(guó)與周邊海洋權(quán)益爭(zhēng)端國(guó)家的關(guān)系中,各國(guó)在侵犯中國(guó)的海洋權(quán)益時(shí)尚未與中國(guó)建交,更不存在密切的經(jīng)貿(mào)關(guān)系;日本和菲律賓與中國(guó)海洋權(quán)益關(guān)系的緊張既受到國(guó)內(nèi)政治的影響,又受到與美國(guó)關(guān)系的影響,特別是受到美國(guó)的亞太再平衡戰(zhàn)略的影響。中國(guó)在處理與周邊海洋權(quán)益爭(zhēng)端國(guó)家的關(guān)系時(shí),加強(qiáng)經(jīng)貿(mào)往來(lái)特別是加強(qiáng)周邊國(guó)家對(duì)中國(guó)的經(jīng)濟(jì)依賴程度仍然是重要戰(zhàn)略。
[Abstract]:The political and economic relations between China and neighboring maritime disputes are complex. Relations with Japan since Shinzo Abe came to power have shown signs of political chills. During Aquino III's reign, relations with the Philippines were characterized by "political cold and economic heat", while relations with South Korea went through "political and economic double heat" to "political cold and economic not hot", and relations with Vietnam were not cold or hot. China is a major source of trade for countries such as Japan, the Philippines and Vietnam, and they are far more economically dependent on China than on them. According to trade peace, close economic and trade ties between the two countries will bring peace or at least reduce the likelihood of conflict or war. However, due to domestic political factors or the influence of third-party countries, the theory of trade peace is not always true. In the relations between China and the neighboring maritime rights and interests dispute countries, the various countries have not established diplomatic relations with China when violating China's maritime rights and interests, let alone have close economic and trade relations. The tension between Japan and the Philippines and China's maritime rights and interests is affected not only by domestic politics, but also by relations with the United States, especially by the United States' Asia-Pacific rebalancing strategy. In dealing with China's relations with neighboring maritime rights and interests disputes, it is still an important strategy to strengthen economic and trade exchanges, especially the degree of economic dependence of neighboring countries on China.
