【摘要】：公共場所提供哺乳室已經(jīng)成為了社會文明的重大標(biāo)志之一。隨著國家生育政策的開放,二孩政策開始實施,使得社會增加了更多的生育需求,可以預(yù)見未來必將迎來一個生育的高峰期。因此在公共場所提供母嬰室已經(jīng)受到了越來越多人的關(guān)注。在這一方面,國內(nèi)已經(jīng)做出了重大的努力,加強對公公母嬰室的建設(shè)工作,并且先后出臺了一系列的措施和政策,以保障推進(jìn)母嬰室的發(fā)展和建設(shè)。從母乳喂養(yǎng)技術(shù)到母嬰室設(shè)置構(gòu)建等等,每一個環(huán)節(jié)均開展了深入的研究和分析,這為我國母嬰室的發(fā)展提供了重要的條件。通過一系列的政策和舉措,使得國內(nèi)各方面開始重視母嬰室建設(shè),母乳喂養(yǎng)率也有顯著的提升。然而縱觀整個領(lǐng)域現(xiàn)狀,我國母嬰室建設(shè)依然存在著諸多不完善的地方,如存在對公共場所哺乳的偏見、公公母嬰室設(shè)置覆蓋面積低、母嬰室空間不合理、母嬰室利用率低等等,這些方面與國外發(fā)達(dá)國家相比差距較大。本文結(jié)合母嬰室、母嬰權(quán)益等核心概念以及公共產(chǎn)品理論、責(zé)任政府理論、新公共服務(wù)理論,通過調(diào)查研究重慶市南岸區(qū)公共場所母嬰室建設(shè)的現(xiàn)狀,分析問題,剖析原因,厘清政府在公共母嬰室建設(shè)領(lǐng)域的職責(zé),推動政府履行職責(zé),為政府部門完善重慶市南岸區(qū)公共場所母嬰室建設(shè)的對策提供科學(xué)依據(jù)和可行方案:轉(zhuǎn)變觀念,提高公眾認(rèn)知度;健全法律法規(guī),提供政策支持;明確監(jiān)管職責(zé),加大監(jiān)管力度。從而真正有效的推動全社會關(guān)注母嬰健康、支持公共母嬰室的建設(shè),推動公共服務(wù)更加人性化、更加符合時代發(fā)展的需求。通過對南岸區(qū)母嬰室調(diào)研可以看出,母嬰室因其受益群體有限,在需要解決的民生問題中并未受到非常高的關(guān)注度,但是隨著南岸區(qū)以及重慶城市化建設(shè)不斷加快的步伐,各項公共基礎(chǔ)設(shè)施建設(shè)也必將越來越趨于完善。民生作為和諧社會之基、科學(xué)發(fā)展之要一直以來都社會關(guān)注的話題,2017年民生工作再一次成為我黨委政府工作的重中之重。如何打造和諧、充滿人文關(guān)懷的城市名片,不僅是重慶市南岸區(qū)的追求,更是每一座城市的追求。隨著二胎政策的開放和人們對于科學(xué)哺育健康下一代的追求,母嬰室這一課題雖小,但折射出的人文關(guān)懷和無形價值卻不容小覷。
[Abstract]:Providing nursing room in public places has become one of the major symbols of social civilization. With the opening of national fertility policy and the implementation of the two-child policy, the society has increased the demand for more children, and it can be predicted that the future will usher in a peak of fertility. Therefore, the provision of mother-child rooms in public places has attracted more and more attention. In this respect, China has made great efforts to strengthen the construction of the father-in-law room, and has issued a series of measures and policies to ensure the development and construction of the room. From breast-feeding technology to the construction of mother and child room, every link has carried out in-depth research and analysis, which provides an important condition for the development of mother and child room in China. Through a series of policies and measures, all aspects of the country began to pay attention to the construction of mother and child room, and the rate of breast-feeding also increased significantly. However, throughout the whole field, there are still many imperfections in the construction of mother and child room in our country, such as the prejudice of breast-feeding in public place, the low coverage area of maternal and child room, and the unreasonable space of mother and child room. Maternal and infant room utilization ratio is low and so on, these aspects compare with the foreign developed country big disparity. Based on the core concepts of mother and child room, the rights and interests of mother and child, the theory of public products, the theory of responsible government and the theory of new public service, this paper investigates the present situation of the construction of mother and child room in public places in Nanan District of Chongqing, analyzes the problems and analyzes the reasons. To clarify the responsibilities of the government in the field of building public mother and child rooms, to promote the government to perform its duties, to provide scientific basis and feasible plans for government departments to improve the construction of mother and child rooms in public places in Nanan District of Chongqing: to change the concept and improve the public awareness; Improve laws and regulations, provide policy support; clear regulatory responsibilities and strengthen supervision. In order to promote the whole society to pay attention to maternal and child health, to support the construction of public mother and child room, to promote more humanized public services, more in line with the needs of the development of the times. Through the investigation of the mother and child rooms in Nanan District, we can see that the mother and child rooms, because of their limited benefit groups, have not received very high attention in the livelihood problems that need to be solved. However, with the accelerating pace of urbanization in Nanan District and Chongqing, The construction of various public infrastructure facilities is bound to become more and more perfect. People's livelihood as the foundation of a harmonious society, scientific development has always been a topic of social concern, 2017 people's livelihood work has once again become the top priority of our party committee and government work. How to build a harmonious and humanistic city business card is not only the pursuit of Chongqing Nanan District, but also the pursuit of every city. With the opening of the policy of second child and the pursuit of scientific nursing of healthy next generation, the subject of mother and child room is small, but the humanistic concern and intangible value can not be underestimated.
