【摘要】：結(jié)構(gòu)失衡和文明沖突是全球治理面臨的兩大挑戰(zhàn)。人的流動(dòng)或許是解開兩大挑戰(zhàn)的鑰匙。人的流動(dòng)的長(zhǎng)期發(fā)展可以使得發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家之間的發(fā)展要素相對(duì)均等化,同時(shí)促進(jìn)發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家的發(fā)展。另外,基于人的流動(dòng)的交流和對(duì)話可以在一定程度上消解文明的對(duì)立和沖突。在全球范圍的人的流動(dòng)中,中國(guó)人的流動(dòng)在其中的作用越來越顯著。未來的國(guó)家和城市在應(yīng)對(duì)全球范圍人的流動(dòng)時(shí)應(yīng)做好三大平衡:人口流入和人口流出之間的平衡、內(nèi)部利益與外來利益之間的平衡、強(qiáng)勢(shì)群體和弱勢(shì)群體之間的平衡。真正意義的人類命運(yùn)共同體建立在人的充分流動(dòng)基礎(chǔ)之上。人類命運(yùn)共同體的整體特征是合作共贏、平等協(xié)商、互聯(lián)互通、包容共鑒、公正合理。人類命運(yùn)共同體的核心要義是人的自由流動(dòng)和發(fā)展要素分布的均等化。中國(guó)提出的"一帶一路"建設(shè)為這種自由流動(dòng)和要素均等化提供了物質(zhì)基礎(chǔ),而二十國(guó)集團(tuán)機(jī)制的發(fā)展有助于人類命運(yùn)共同體走向公正合理。
[Abstract]:Structural imbalance and clash of civilizations are two major challenges to global governance. Human mobility may be the key to solving two major challenges. The long-term development of human mobility can make the development elements between developed and developing countries relatively equal, while promoting the development of developed and developing countries. In addition, communication and dialogue based on human mobility can, to some extent, dispel the antagonism and conflict of civilizations. In the global movement of people, the role of Chinese mobility is becoming more and more significant. Countries and cities in the future should do a good job in dealing with the movement of people on a global scale: the balance between the inflow and outflow of population, the balance between internal and external interests, and the balance between the strong group and the weak group. The real community of human destiny is based on the full flow of human beings. The overall characteristics of the community of human destiny are win-win cooperation, equal consultation, interconnection, tolerance and common learning, justice and reasonableness. The core of the community of human destiny is the free flow of human beings and the equalization of the distribution of development elements. The construction of "Belt and Road" proposed by China provides the material basis for this kind of free flow and the equalization of elements, and the development of the G20 mechanism is helpful to the development of the community of human destiny towards justice and reasonableness.
