【摘要】：物聯(lián)網(wǎng)、云計算、移動互聯(lián)網(wǎng)等技術(shù)不斷涌現(xiàn),城市社區(qū)將變得更加智慧,據(jù)不完全統(tǒng)計,在我國,提出智慧城市建設(shè)的城市總數(shù)已超過100個,智慧社區(qū)構(gòu)建才剛開始,其作為智慧城市構(gòu)建關(guān)鍵部分,智慧社區(qū)建設(shè)是科學(xué)技術(shù)的創(chuàng)新,也改變了社區(qū)治理的方式,成為今后社區(qū)發(fā)展的新方向。在智慧城市建設(shè)的大潮中,北京、上海、廣州、江蘇、杭州、寧波等地都先后提出了智慧社區(qū)建設(shè)的目標(biāo)。國內(nèi)外智慧社區(qū)都在不斷的成長,但作為一個新的發(fā)展領(lǐng)域,智慧社區(qū)在理論以及實踐層面有比較大的分歧,推動智慧社區(qū)構(gòu)建問題與運(yùn)行模式研究,其現(xiàn)實意義顯得十分重大,不僅能提升在新形勢下我國社會管理與公共服務(wù)的能力,更為各地智慧城市的建設(shè)落實,探索出一條符合中國國情的道路,為全面實現(xiàn)“十二五”規(guī)劃期間社會治理的目標(biāo),提升社區(qū)居民的幸福感和滿意度,構(gòu)建和諧社會作出積極的貢獻(xiàn)。自2014年起,杭州市濱江區(qū)啟動智慧社區(qū)建設(shè)試點工作,智慧社區(qū)建設(shè)實務(wù)與研究尚處于探索階段。本論文在大量閱讀文獻(xiàn)的基礎(chǔ)之上,以理論研究與對策研究為主,對杭州市濱江區(qū)智慧社區(qū)建設(shè)進(jìn)行深入研究。從整理、概括智慧社區(qū)相關(guān)的研究開始,闡述其重要性、必要性。完成概念界定,使用多種理論,對杭州市濱江區(qū)智慧社區(qū)建設(shè)的基本現(xiàn)狀進(jìn)行闡述,提出在建設(shè)過程中的存在問題,查找原因并分析,如政府保障機(jī)制不全,市場競爭機(jī)制不完善,社區(qū)參與意識不強(qiáng)等等。為濱江區(qū)其他城市智慧社區(qū)建設(shè)提供參考。在借鑒國內(nèi)外智慧社區(qū)典型經(jīng)驗的基礎(chǔ)上,針對研究中存在的問題基于政府層面、社會層面、社區(qū)層面提出建議與對策。從公共管理視角研究智慧社區(qū)建設(shè),建立科學(xué)合理的社區(qū)建設(shè)模式,以智能化、信息化手段建立起政府與企業(yè)、社會組織以及社區(qū)居民之間共建、共管、共享、共辦、共解的合理運(yùn)行機(jī)制,以此來建立行政高效、服務(wù)精細(xì)、治理到位的智慧社區(qū)。
[Abstract]:Internet of things, cloud computing, mobile Internet and other technologies are constantly emerging, urban communities will become more intelligent. According to incomplete statistics, in our country, the total number of cities that have proposed the construction of smart cities has exceeded 100, and the construction of smart communities has just begun. As a key part of the construction of intelligent city, the construction of intelligent community is the innovation of science and technology, and it also changes the way of community governance and becomes the new direction of community development in the future. In the tide of wisdom city construction, Beijing, Shanghai, Guangzhou, Jiangsu, Hangzhou, Ningbo and other places have put forward the goal of wisdom community construction. As a new field of development, there are great differences in the theory and practice of the intelligent community, which promote the study of the construction problem and the operation mode of the intelligent community. Its practical significance is very great. It can not only enhance the ability of social management and public service in our country under the new situation, but also the construction and implementation of intelligent cities all over the world, and explore a road that conforms to China's national conditions. In order to fully realize the goal of social governance during the 12th Five-Year Plan, improve the well-being and satisfaction of community residents, and build a harmonious society to make a positive contribution. Since 2014, the pilot work of wisdom community construction has been started in Binjiang District of Hangzhou City, and the practice and research of intelligent community construction is still in the exploratory stage. On the basis of reading a lot of literature, this paper makes a deep study on the construction of intelligent community in Binjiang District of Hangzhou. From the collation, summarizes the intelligence community related research beginning, elaborated its importance, the necessity. Complete the concept definition, use a variety of theories to expound the basic present situation of the construction of intelligent community in Binjiang District of Hangzhou, put forward the existing problems in the process of construction, find out the reasons and analyze, such as the incomplete government guarantee mechanism, Market competition mechanism is not perfect, community participation consciousness is not strong and so on. To provide reference for the construction of intelligent community in other cities of Binjiang District. Based on the typical experience of intelligent community at home and abroad, this paper puts forward some suggestions and countermeasures on the basis of government level, social level and community level. From the perspective of public management, this paper studies the construction of intelligent community, establishes a scientific and reasonable mode of community construction, and establishes a joint construction, management, sharing and co-operation between the government and enterprises, social organizations and community residents by means of intelligence and information. The reasonable operation mechanism of the common solution is used to establish the intelligent community with high efficiency, fine service and good governance.
