【摘要】：規(guī)范的變遷,是社會轉(zhuǎn)型與組織重構(gòu)的顯著特征;城市社區(qū)中的實(shí)踐規(guī)范如何形成,是社會治理與社區(qū)建設(shè)領(lǐng)域中的重要問題。通過對北京市某社區(qū)組織的各項(xiàng)工作方式及其考量因素的參與觀察和過程性分析,能夠發(fā)現(xiàn)社區(qū)組織所面臨的政府治理模式存在著"數(shù)字化考核"與"總體性問責(zé)"的差別,社區(qū)居民則表現(xiàn)出"象征性參與"和"利益性訴求"兩類樣態(tài),由此構(gòu)成了社區(qū)情境中復(fù)雜的靜態(tài)形勢和流變的動態(tài)走勢。在這樣的"勢"當(dāng)中,作為具有自主性和創(chuàng)造性的行動者,社區(qū)組織及其工作人員并不完全服從制度結(jié)構(gòu)的一般形式與安排,而是在長期評估政府壓力和居民訴求的基礎(chǔ)上,在文化宣教、公共服務(wù)、基層選舉、糾紛調(diào)解諸領(lǐng)域中選擇不同的行動策略,進(jìn)而形成較為穩(wěn)定的運(yùn)作規(guī)范。
[Abstract]:The change of norms is a significant feature of social transformation and organizational reconstruction, and how to form practical norms in urban communities is an important issue in the field of social governance and community construction. Through the participating observation and process analysis of the working methods and the factors of consideration of a community organization in Beijing, it can be found that there is a difference between the "digital examination" and "total accountability" in the government governance model faced by the community organization. The residents of the community show "symbolic participation" and "interest demand", which constitute the complex static situation and the dynamic trend of change in the community situation. In such a "potential", as autonomous and creative actors, community organizations and their staff are not entirely subservient to the general form and arrangements of the institutional structure, but rather on the basis of a long-term assessment of government pressure and the demands of the population. In the fields of cultural propaganda, public service, basic election and dispute mediation, different action strategies are chosen, and then more stable operational norms are formed.
