【摘要】：冷戰(zhàn)結束至今有關對美制衡缺位的問題,引發(fā)學術界對傳統(tǒng)的均勢理論和"制衡"行為本身進行不斷地更為深入的研究。關于對美制衡缺位的解釋,目前具有代表性的觀點有權力差距說、威脅制衡論、制度和觀念作用論、潛在制衡者之間的集體行動困境及其國內因素說等�；谀壳皩W術界各種不同的解釋,本文試圖從"制衡"行為本身,即制衡的條件、制衡的起源、制衡的障礙和美國的反制衡戰(zhàn)略角度,對既有觀點予以重新解讀。制衡的條件關注的是傳統(tǒng)均勢理論中權力失衡的限度;制衡的起源關注的是制衡者要制衡的對象并非傳統(tǒng)均勢理論所說的權力而是被制衡對象所帶來的威脅;在對制衡的障礙論述中,集體行動困境關注的是"制衡者"理性行為體假定的有限性,國內因素說關注的是"制衡者"作為單一國家行為體假定的有限性;反制衡戰(zhàn)略則是從"被制衡對象"作為能動行為體的角度出發(fā),探究其通過利用上述導致制衡缺位的機制如何規(guī)避制衡。
[Abstract]:Since the end of the Cold War, the lack of checks and balances on the United States has caused the academic circles to study the traditional balance of power theory and the "balance of power" behavior itself. As to the explanation of the absence of checks and balances in the United States, the current representative views are power gap theory, threat check and balance theory, system and concept function theory, collective action dilemma among potential checks and balances and the theory of domestic factors and so on. Based on the different interpretations in academic circles, this paper attempts to reinterpret the existing viewpoints from the perspective of "checks and balances" itself, namely, the conditions of checks and balances, the origin of checks and balances, the obstacles of checks and balances and the counterbalance strategies of the United States. The conditions of checks and balances focus on the limits of power imbalance in the traditional balance of power theory, and the origin of checks and balances focuses on the object of checks and balances, which is not the power mentioned in the traditional balance of power theory, but the threat brought by the objects of checks and balances. In the discussion of the obstacles of checks and balances, the dilemma of collective action concerns the limitation of the assumption of "checks and balances" rational actors, and the theory of domestic factors focuses on the limitation of "checks and balances" as a single state actor. The counterbalance strategy is to explore how to evade the checks and balances by using the mechanism mentioned above, from the point of view of "the subject under checks and balances" as the active actors.
