【摘要】：目前,我國正處于全面深化改革時(shí)期,正在經(jīng)歷一個(gè)巨大的社會變遷過程。社會變遷不僅會引起整個(gè)社會生產(chǎn)和生活方式的轉(zhuǎn)變,更是涉及到了人類社會最深層的精神層面的轉(zhuǎn)變問題,從而導(dǎo)致社會利益多元化,利益矛盾尖銳化,新舊倫理觀念、政治體制和經(jīng)濟(jì)體制互相沖突。所以,在我國現(xiàn)代化的建設(shè)中,不能僅僅局限在物質(zhì)層面,局限于經(jīng)濟(jì)現(xiàn)代化,還要加強(qiáng)“軟環(huán)境”的建設(shè),促進(jìn)以德性價(jià)值為核心的人的精神內(nèi)涵的現(xiàn)代化,重視倫理道德在現(xiàn)代社會生產(chǎn)和生活中的價(jià)值引導(dǎo)作用。以倫理道德為核心的精神文化發(fā)展情況,不僅是考量一個(gè)社會現(xiàn)代化程度的重要標(biāo)準(zhǔn),也是整個(gè)社會全面實(shí)現(xiàn)物質(zhì)和制度現(xiàn)代化轉(zhuǎn)型的精神動力和源泉。本文立足于我國老齡化社會的基本國情和經(jīng)濟(jì)轉(zhuǎn)型、體制轉(zhuǎn)軌的基本現(xiàn)狀,關(guān)注現(xiàn)實(shí)生活,從生產(chǎn)生活環(huán)境的變動對倫理道德產(chǎn)生的影響出發(fā),研究我國養(yǎng)老服務(wù)業(yè)發(fā)展的倫理困境。本文首先梳理了我國養(yǎng)老倫理發(fā)展的時(shí)代差異,并提出應(yīng)當(dāng)把為人民服務(wù)、公正正義和義利統(tǒng)一原則作為養(yǎng)老服務(wù)業(yè)建設(shè)的倫理基礎(chǔ)。倫理價(jià)值作為各類養(yǎng)老服務(wù)機(jī)構(gòu)的自我約束機(jī)制,調(diào)整著養(yǎng)老服務(wù)機(jī)構(gòu)和老年群體之間的利益關(guān)系。其次,在市場經(jīng)濟(jì)體制下,我國養(yǎng)老服務(wù)業(yè)在實(shí)際運(yùn)行過程中的倫理問題不斷凸顯,例如傳統(tǒng)養(yǎng)老倫理與市場經(jīng)濟(jì)發(fā)展要求的沖突、公平與效率的碰撞、社會資本趨利性和養(yǎng)老服務(wù)作為準(zhǔn)公共物品之間的矛盾、養(yǎng)老服務(wù)供需結(jié)構(gòu)失衡等,這些問題的存在不同程度上損害了老年群體的公共利益,影響了養(yǎng)老服務(wù)業(yè)的健康發(fā)展。第三,從價(jià)值取向、經(jīng)濟(jì)發(fā)展的階段特征、家庭結(jié)構(gòu)變化和社會路徑依賴四個(gè)方面深入挖掘我國養(yǎng)老服務(wù)業(yè)發(fā)展中存在倫理困境的原因。最后,以倫理為基礎(chǔ),在深入分析我國養(yǎng)老服務(wù)業(yè)發(fā)展的困境后,從政府職能視角、社會視角、家庭視角和法律視角提出一些有建設(shè)性的意見。從倫理視域探究我國養(yǎng)老服務(wù)業(yè)的發(fā)展情況,有利于確保政府組織和非政府組織以道德手段建設(shè)和發(fā)展養(yǎng)老服務(wù)業(yè),最大限度地滿足老年群體的實(shí)際需求,促進(jìn)養(yǎng)老服務(wù)業(yè)的可持續(xù)發(fā)展,最終在全社會營造和諧的養(yǎng)老環(huán)境。本文主張加強(qiáng)養(yǎng)老服務(wù)業(yè)的“軟環(huán)境”建設(shè),并重新理順養(yǎng)老服務(wù)業(yè)的倫理關(guān)系。要在養(yǎng)老服務(wù)業(yè)中尋找基本的道德價(jià)值和道德規(guī)范作為解決當(dāng)前倫理困境的價(jià)值取向,這就需要在政府的統(tǒng)籌下,融入社會力量,建立政府、社會、家庭三方的協(xié)作機(jī)制,在養(yǎng)老服務(wù)業(yè)中構(gòu)建倫理秩序,促進(jìn)養(yǎng)老服務(wù)業(yè)朝著健康的方向蓬勃發(fā)展,為我國養(yǎng)老服務(wù)業(yè)的發(fā)展提供倫理支持。
[Abstract]:At present, our country is in the comprehensive deepening reform period, is experiencing a huge social vicissitude process. Social vicissitude not only causes the transformation of the whole social production and life style, but also involves the transformation of the deepest spiritual level of human society, which leads to the diversification of social interests, sharp contradictions of interests, new and old ethical concepts. The political and economic systems conflict with each other. Therefore, in the construction of modernization of our country, we should not only limit ourselves to the material level, but also strengthen the construction of "soft environment" so as to promote the modernization of the spiritual connotation of people with virtue value as the core. Attach importance to the value guiding role of ethics in the production and life of modern society. The development of spiritual culture with ethics as the core is not only an important standard to consider the degree of modernization of a society, but also a spiritual motive force and source for the whole society to realize the transformation of material and institutional modernization in an all-round way. This paper is based on the basic national conditions and economic transformation of aging society in our country, the basic status quo of system transition, pays attention to the real life, and proceeds from the influence of the change of production and living environment on ethics and morality. This paper studies the ethical dilemma of the development of pension service industry in China. This paper firstly combs the age difference of the development of the old-age ethics in China, and puts forward that the unified principle of serving the people, justice and justice and justice should be regarded as the ethical basis of the construction of the old-age service industry. As the self-restraint mechanism of various old-age service institutions, ethical value adjusts the interest relationship between the old-age service institutions and the elderly groups. Secondly, under the market economy system, the ethical problems in the actual operation of the old-age service industry in our country have become increasingly prominent, such as the conflict between the traditional old-age care ethics and the requirements of the development of the market economy, the collision between fairness and efficiency. The contradiction between social capital and pension service as quasi-public goods, the imbalance between supply and demand structure of old-age service, and so on, to some extent, have damaged the public interests of the elderly group and affected the healthy development of the old-age service industry. Thirdly, the reasons for the ethical dilemma in the development of the old-age service industry in China are deeply explored from four aspects: the value orientation, the stage characteristics of economic development, the change of family structure and the dependence of social path. Finally, on the basis of ethics, after deeply analyzing the plight of the development of the old-age service industry in China, some constructive suggestions are put forward from the perspective of government function, social perspective, family perspective and legal perspective. To probe into the development of the old-age service industry in China from the perspective of ethics is helpful to ensure the construction and development of the old-age service industry by the moral means of the government and non-governmental organizations, and to meet the actual needs of the elderly to the maximum extent. Promote the sustainable development of the pension service industry, and ultimately create a harmonious pension environment in the whole society. This paper advocates strengthening the "soft environment" construction of the aged service industry and straightening out the ethical relationship of the pension service industry. In order to find the basic moral value and moral standard as the value orientation to solve the current ethical dilemma in the service industry for the aged, it is necessary to integrate the social forces under the overall planning of the government, and establish a tripartite cooperation mechanism among the government, the society and the family. In order to promote the healthy development of the pension service industry, it can provide ethical support for the development of the pension service industry in our country.
