【摘要】：黨的十八大報(bào)告首次提出并系統(tǒng)論述了健全社會(huì)主義協(xié)商民主制度,這是中國(guó)共產(chǎn)黨在社會(huì)主義民主問(wèn)題上的最新的實(shí)踐和理論創(chuàng)新。沒(méi)有民主就沒(méi)有社會(huì)主義,就沒(méi)有社會(huì)主義的現(xiàn)代化。而我國(guó)民主進(jìn)程進(jìn)展較為緩慢,在一定程度上影響了現(xiàn)代化建設(shè)。究其原因,在民主實(shí)踐過(guò)程中很多公民欠缺積極的參與,沒(méi)有形成現(xiàn)代社會(huì)發(fā)展所需要的公民人格。而協(xié)商民主提倡公民更多地參與到公共事務(wù)中去,當(dāng)人們把這一參與當(dāng)成一種習(xí)慣時(shí),公民的主體意識(shí)、權(quán)利與義務(wù)相統(tǒng)一的意識(shí)自然會(huì)產(chǎn)生,它們正是構(gòu)成公民人格的基本內(nèi)容,也是公民人格的集中體現(xiàn)。所以,當(dāng)我們?cè)诎l(fā)展協(xié)商民主的同時(shí)也可以塑造公民人格。在協(xié)商民主視閾下為了更好地塑造我國(guó)的公民人格,首先應(yīng)該了解和明確協(xié)商民主和公民人格,包括協(xié)商民主的興起和發(fā)展、涵義、特征以及它在我國(guó)的豐富實(shí)踐和公民的涵義及其相關(guān)概念、公民人格的內(nèi)涵及特點(diǎn)以及構(gòu)成等。其次,要明了協(xié)商民主對(duì)公民人格的要求以及它們之間的關(guān)系。再次,還要針對(duì)當(dāng)前我國(guó)公民人格發(fā)展過(guò)程中存在的主要問(wèn)題進(jìn)行具體的原因分析。最后,還要對(duì)國(guó)外民主進(jìn)程中公民人格塑造的經(jīng)驗(yàn)進(jìn)行分析,具體分析美國(guó)、英國(guó)、新加坡這三個(gè)國(guó)家的公民人格塑造經(jīng)驗(yàn),希望在通過(guò)借鑒其經(jīng)驗(yàn)給予我們更多相關(guān)的啟發(fā)。并在此基礎(chǔ)上提出我國(guó)民主進(jìn)程中塑造公民人格的主要途經(jīng)：包括不斷發(fā)展和完善社會(huì)主義市場(chǎng)經(jīng)濟(jì),為公民人格的塑造奠定堅(jiān)實(shí)的經(jīng)濟(jì)基礎(chǔ)；加強(qiáng)社會(huì)主義民主政治與法治等制度建設(shè),重視制度保障；大力發(fā)展參與型公民文化；加強(qiáng)塑造公民人格的社會(huì)基礎(chǔ)建設(shè)；重視公民教育的作用,提高公民政治素質(zhì)等。
[Abstract]:The report of the 18th National Congress of the Communist Party of China first put forward and systematically discussed how to perfect the socialist consultative democracy system, which is the latest practice and theoretical innovation of the Communist Party of China on the issue of socialist democracy. Without democracy, there would be no socialism and there would be no socialist modernization. But our country democratic progress is relatively slow, affected modernization to a certain extent. The reason is that in the process of democratic practice, many citizens lack active participation and do not form the civic personality needed for the development of modern society. The deliberative democracy encourages citizens to participate more in public affairs. When people regard this participation as a habit, the awareness of the unity of citizens' subject consciousness, rights and obligations will naturally come into being. They are the basic content of the citizen personality, and also the concentrated embodiment of the citizen personality. So, when we develop deliberative democracy, we can also shape the personality of citizens. In order to better shape the civic personality of our country from the perspective of deliberative democracy, we should first of all understand and clarify the concept of consultative democracy and civic personality, including the emergence and development of consultative democracy, Features and its rich practice in our country and the meaning of citizens and related concepts, the connotation and characteristics of civic personality and composition. Second, understand the requirements of deliberative democracy on the personality of citizens and the relationship between them. Thirdly, the main problems existing in the process of the development of Chinese citizen personality should be analyzed. Finally, the author also analyzes the experience of shaping the citizenship personality in the process of democracy abroad, and analyzes the experience of the United States, the United Kingdom and Singapore, hoping to give us more relevant inspiration through the reference of their experience. On this basis, the main ways of shaping the citizen personality in the democratic process of our country are put forward: including the continuous development and improvement of the socialist market economy to lay a solid economic foundation for the shaping of the citizen personality; We should strengthen the construction of socialist democratic politics and the rule of law, attach importance to the system guarantee, vigorously develop the participatory citizen culture, strengthen the social foundation construction of shaping the citizen's personality, attach importance to the role of citizen education, and improve the citizen's political quality, etc.
