【摘要】：民生問題關(guān)系著人民群眾最現(xiàn)實(shí)的利益,已經(jīng)成為“十七大”乃至今后更長時期內(nèi)中央政府工作高度關(guān)注的重大問題。科學(xué)高效地評價民生發(fā)展,有助于民生發(fā)展政策的大力推進(jìn)和有效實(shí)施、促進(jìn)民生資源的合理配置,是促進(jìn)民生長久、良性可持續(xù)發(fā)展的重要手段,是督促中央和地方政府自檢自省,激勵政府持續(xù)改進(jìn),評估和提高政府績效的重要環(huán)節(jié)。論文從中國民生思想變化出發(fā),按照系統(tǒng)性、全面性等原則,從收入與就業(yè)、公平分配、民生公共財政投入、社會保障、健康醫(yī)療、文化教育、居住交通、社會安全、環(huán)境保護(hù)等多個方面海選124個民生評價指標(biāo),考察指標(biāo)的可操作性以及指標(biāo)數(shù)據(jù)的獲取成本來滿足指標(biāo)體系設(shè)計的可操作性要求；根據(jù)相關(guān)性分析和時序主成分分析法篩選指標(biāo)來滿足指標(biāo)體系設(shè)計的獨(dú)立性、顯著性要求。研究顯示,構(gòu)建的民生發(fā)展水平評價指標(biāo)體系用22個指標(biāo)反映海選指標(biāo)約90.1%的純信息,在反映了民生發(fā)展水平主要信息的提示指標(biāo)數(shù)目得到精簡。在評價指標(biāo)體系基礎(chǔ)上,運(yùn)用主客觀相結(jié)合的賦權(quán)方法,即拉開檔次評價法和逐層序關(guān)系分析法來確定民生發(fā)展水平評價指標(biāo)的權(quán)重,對我國31個省市自2006-2012年的民生發(fā)展?fàn)顩r進(jìn)行了動態(tài)綜合評價,并且用時序幾何平均算子(TOWGA)進(jìn)行了二次加權(quán)得到綜合評價的總排名,對民生發(fā)展排名從總體,區(qū)域,局部等視角進(jìn)行歸納、比較、分析,最后提出政策性建議。
[Abstract]:The people's livelihood issues related to the most realistic interests of the people and have become a major concern of the central government in the Seventeenth National Congress and in the future. The scientific and efficient evaluation of the development of the people's livelihood helps to promote and effectively implement the policies of the people's livelihood and promote the rational allocation of people's livelihood resources, which is to promote the livelihood of the people for a long time. The important means of benign sustainable development is to supervise and urge the self-examination of the central and local governments to self-examination, to encourage the government to continue to improve, to assess and improve the performance of the government. From the change of the people's livelihood thought in China, according to the principles of systematic and comprehensive, the paper is based on the principle of systematic and comprehensive, from income and industry, fair distribution, public financial input for the people's livelihood, social security, health. Health care, culture and education, residential traffic, social security, environmental protection, and other aspects of the selection of 124 people's livelihood evaluation indicators, investigate the operability of the indicators and the cost of the index data to meet the operational requirements of the index system design; according to the correlation analysis and the time sequence principal component analysis to meet the index system to meet the index system The research shows that the evaluation index system of the level of people's livelihood development level reflects the pure information about 90.1% of the sea selection index with 22 indexes, and the number of indicators that reflect the main information of the people's livelihood development is streamlined. The grade evaluation method and sequence by sequence analysis method are used to determine the weight of the evaluation index of the development level of the people's livelihood. The dynamic comprehensive evaluation of the people's livelihood development in the 31 provinces and cities of China from 2006-2012 years has been carried out, and the total ranking of the comprehensive evaluation by the time series geometric mean operator (TOWGA) is carried out with two weights, and the ranking of the people's livelihood development is from the general level. Body, region, part and other perspectives are summarized, compared, analyzed, and finally put forward policy recommendations.
