【摘要】：作為我國的基本政治制度,中國共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度在民主政治進(jìn)程中發(fā)揮著越來越重要的作用。八個(gè)民主黨派根據(jù)自已的界別特色,積極履行參政議政、民主監(jiān)督職能,在事關(guān)國計(jì)民生、推進(jìn)民主協(xié)商等各個(gè)方面,發(fā)揮了積極的作用,對(duì)于提高我國公共政策的科學(xué)化、民主化發(fā)揮了重要的作用。但另一方面,在政策參與過程中,也還存在參與渠道少、影響力弱等問題。作為參政黨,在當(dāng)前政治社會(huì)背景下,如何更加有效地發(fā)揮民主黨派的作用,更好地促進(jìn)民主黨派參與政策的制定和實(shí)施等方面的作用,需要加以深入地思考和系統(tǒng)地研究。九三學(xué)社是以科技界中、高級(jí)知識(shí)分子為主的參政黨,積極建言獻(xiàn)策。近幾年來,九三學(xué)社濟(jì)南市委的更加重視政策參與工作,突出強(qiáng)調(diào)“三個(gè)重點(diǎn)、一個(gè)特色”,即以濟(jì)南市建設(shè)為重點(diǎn)、以政府中心工作為重點(diǎn)、以群眾關(guān)心的熱點(diǎn)難點(diǎn)為重點(diǎn),體現(xiàn)九三學(xué)社科技界特色,政策參與的質(zhì)量不斷提升。本文第一章介紹了文章研究的背景、目的和意義,闡述了國內(nèi)對(duì)該問題的研究現(xiàn)狀和文章結(jié)構(gòu)。第二章介紹了政策參與和我國多黨合作的相關(guān)理論,并對(duì)我國民主黨派政策參與的方式、渠道、范圍等基本內(nèi)容進(jìn)行系統(tǒng)分析。第三章說明了九三學(xué)社濟(jì)南市委的組織概況和政策參與的主要途徑,并對(duì)其對(duì)公共政策的影響進(jìn)行詳細(xì)分析。第四章總結(jié)了九三學(xué)社濟(jì)南市委政策參與工作的經(jīng)驗(yàn),分析了不足,同時(shí)列舉了大連、青島、廈門、杭州等國內(nèi)其他部分城市九三學(xué)社組織政策參與的做法和取得的成績(jī)。第五章根據(jù)以上的分析,提出完善九三學(xué)社濟(jì)南市委政策參與的思路。
[Abstract]:As the basic political system of our country, the system of multi-party cooperation and political consultation led by the Communist Party of China plays an increasingly important role in the process of democratic politics. According to the characteristics of their own sectors, the eight democratic parties have actively performed their functions of participation in politics, political discussion and democratic supervision. They have played a positive role in various aspects, such as affecting the national economy and people's livelihood, promoting democratic consultation, and so on, and have played an active role in improving the scientific nature of our public policies. Democratization plays an important role. But on the other hand, in the process of policy participation, there are still some problems, such as less participation channels and weak influence. Under the current political and social background, how to play the role of the democratic parties more effectively and how to promote the democratic parties to participate in the formulation and implementation of policies, etc., need to be deeply considered and systematically studied. Jiu San Society is a high-level intellectual party in science and technology circles, active advice. In recent years, the Jinan Municipal Party Committee of Jiusan School has paid more attention to the work of policy participation, highlighting "three key points, one feature," that is, focusing on the construction of Jinan City, focusing on the central work of the government, and focusing on hot and difficult issues of concern to the masses. Reflects the nine-three society of science and technology sector characteristics, policy participation in the quality of continuous improvement. The first chapter introduces the background, purpose and significance of the research. The second chapter introduces the relevant theories of policy participation and multi-party cooperation in China, and makes a systematic analysis of the ways, channels and scope of policy participation of democratic parties in China. The third chapter explains the general situation of Jinan Municipal Party Committee and the main ways of policy participation, and analyzes its influence on public policy in detail. The fourth chapter summarizes the experience of policy participation of Jinan Municipal Party Committee of Jiusan School, analyzes the shortcomings, and enumerates the practices and achievements of the policy participation of Jiusan Society in Dalian, Qingdao, Xiamen, Hangzhou and other domestic cities. The fifth chapter, according to the above analysis, puts forward the idea of improving the policy participation of Jinan Municipal Party Committee of Jiusan School.
