【摘要】：步入21世紀(jì)以來,人口老齡化已成為我國的基本國情。雖然人均壽命的不斷延長在一程度上代表著我國經(jīng)濟(jì)社會的發(fā)展進(jìn)步,但當(dāng)前未富先老的基本國情、規(guī)模龐大的老年人口以及不容樂觀的老年人健康狀況,給現(xiàn)有的養(yǎng)老和醫(yī)療體系帶來了沖擊,成為了政府與社會必須妥善應(yīng)對的挑戰(zhàn)。長久以來,我國的醫(yī)療和養(yǎng)老隸屬于兩個獨(dú)立部門,看病的地方不養(yǎng)老,而養(yǎng)老的地方看病難,醫(yī)療機(jī)構(gòu)和養(yǎng)老機(jī)構(gòu)缺乏協(xié)調(diào),造成了資源的浪費(fèi),無法滿足老年人群的多層次養(yǎng)老需求。因此,創(chuàng)新發(fā)展醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式,整合并優(yōu)化配置現(xiàn)有的養(yǎng)老資源和醫(yī)療資源,是養(yǎng)老服務(wù)業(yè)今后發(fā)展的大勢所趨。在國家相關(guān)政策的引導(dǎo)及推動下,已有眾多省市展開了關(guān)于醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式的實(shí)踐和探索。論文重點(diǎn)研究河北省醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式的發(fā)展現(xiàn)狀,采用文獻(xiàn)分析法、深度訪談法以及案例分析法,深入調(diào)研河北省醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)機(jī)構(gòu)的部分典型案例,并總結(jié)出了醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式在河北的實(shí)施方式及經(jīng)營現(xiàn)狀,并進(jìn)一步梳理了河北省當(dāng)前醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式在實(shí)際運(yùn)行中存在的問題并剖析了其影響因素,并給出了完善醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式的相關(guān)對策建議。論文指出,完善醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式,必須強(qiáng)化政府職責(zé),完善政策體系,并借助相關(guān)部門、機(jī)構(gòu)以及社會團(tuán)體的力量,推進(jìn)醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)機(jī)構(gòu)建設(shè)并完善其運(yùn)行機(jī)制,促進(jìn)醫(yī)療資源和養(yǎng)老資源整合。與此同時(shí),加強(qiáng)醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式人才隊(duì)伍建設(shè),弘揚(yáng)敬老愛老文化。醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式是養(yǎng)老服務(wù)模式的創(chuàng)新思路,努力發(fā)展并完善這一養(yǎng)老服務(wù)模式,使其成為解決養(yǎng)老問題的一條可持續(xù)發(fā)展的良性道路,有利于科學(xué)應(yīng)對、綜合應(yīng)對、積極應(yīng)對人口老齡化,保障和改善民生,促進(jìn)社會公平與正義,進(jìn)而達(dá)到加快構(gòu)建和諧社會、推動經(jīng)濟(jì)社會持續(xù)健康發(fā)展的目標(biāo)。
[Abstract]:Since entering the 21 st century, the aging population has become the basic condition of our country. Although the continuous increase in life expectancy represents to a certain extent the progress of economic and social development in our country, the current basic national conditions of old age before becoming rich, the large elderly population and the unoptimistic health status of the elderly, The impact on the existing pension and health care system has become a challenge to the government and society. For a long time, medical care and old-age care in our country have been attached to two independent departments, where medical care is not provided for for the aged, but where the care for the aged is difficult, and there is a lack of coordination between medical institutions and pension institutions, resulting in a waste of resources. Unable to meet the multi-level pension needs of the elderly. Therefore, it is the general trend of the future development of the old-age service industry to innovate and develop the mode of the combination of medical and nursing services, and to integrate and optimize the existing old-age resources and medical resources. Under the guidance and promotion of relevant national policies, many provinces and cities have carried out the practice and exploration on the mode of health care combined with old-age service. This paper focuses on the current situation of the development of health care combined with old-age care service in Hebei Province, using literature analysis, in-depth interview and case analysis, in-depth investigation and investigation of some typical cases of health care combined with old-age care services in Hebei Province. And summarized the implementation mode and the management present situation of the medical combined old-age service model in Hebei Province, and further combed the existing problems in the actual operation of the current medical and support combined old-age service model in Hebei Province and analyzed its influence factors. At the same time, the author gives some suggestions on how to perfect the mode of medical-feeding combined with old-age service. The paper points out that in order to perfect the mode of medical and nursing service for the aged, we must strengthen the responsibility of the government, perfect the policy system, and with the help of the strength of the relevant departments, institutions and social organizations, promote the construction of the medical and nursing combined pension service institutions and improve its operation mechanism. Promote the integration of medical resources and old-age resources. At the same time, strengthen the combination of medical care and old-age service personnel construction, carry forward the culture of respecting the old and loving the elderly. The combination of medical and nursing services is the innovative thinking of the old-age service model. To develop and perfect the old-age service model is a good way to solve the problem of the aged, which is conducive to scientific and comprehensive response. We should actively deal with the aging of the population, safeguard and improve the people's livelihood, promote social equity and justice, and then achieve the goal of speeding up the construction of a harmonious society and promoting the sustained and healthy development of the economy and society.
