【摘要】：協(xié)商民主是當(dāng)代民主政治發(fā)展的熱點(diǎn)話題,但也受到西方協(xié)商民主理論思潮的影響,出現(xiàn)不同話語(yǔ)的解釋學(xué)。以習(xí)近平關(guān)于社會(huì)主義協(xié)商民主的專論和系列講話精神、黨的十八大以來(lái)關(guān)于國(guó)家治理現(xiàn)代化、民主政治建設(shè)等重要戰(zhàn)略決策為引導(dǎo),通過(guò)引介和改造"歷史語(yǔ)境"方法、"話語(yǔ)理論",構(gòu)建起社會(huì)主義協(xié)商民主是黨的群眾路線重要體現(xiàn)的歷史語(yǔ)境,在治國(guó)理政途徑形成社會(huì)主義協(xié)商民主的話語(yǔ)闡釋邏輯。這是與西方協(xié)商民主相區(qū)別的關(guān)鍵,也是推進(jìn)協(xié)商民主制度化的正確路徑。
[Abstract]:Deliberative democracy is a hot topic in the development of contemporary democratic politics, but it is also influenced by the western theory of deliberative democracy, resulting in hermeneutics of different discourse. Guided by Xi Jinping's monograph on socialist consultation and democracy and the spirit of a series of speeches, the party has made important strategic decisions since the 18th National Congress on national governance, modernization, democratic political construction, and so on. By introducing and reforming the method of "historical context" and "discourse theory", this paper constructs the socialist consultative democracy, which is an important historical context embodied in the mass line of the Party, and forms the discourse interpretation logic of socialist consultative democracy in the way of governing the country. This is the key to distinguish it from Western deliberative democracy and the correct path to institutionalize it.
