【摘要】：絲綢之路經(jīng)濟(jì)帶對(duì)創(chuàng)新區(qū)域合作模式,實(shí)現(xiàn)中國(guó)外交轉(zhuǎn)型升級(jí)具有重大的戰(zhàn)略意義。當(dāng)前的上海合作組織的思想與絲綢之路思想的高度默契對(duì)于絲綢之路經(jīng)濟(jì)帶對(duì)于上海合作組織的發(fā)展注入了新的動(dòng)力。在絲綢之路的帶動(dòng)下上海合作組織為中國(guó)、俄羅斯和中亞的國(guó)家之間提供了良好的合作平臺(tái)。絲綢之路在上海的合作組織發(fā)展過(guò)程中起到了不可替代的重要作用,主要表現(xiàn)為絲綢之路所蘊(yùn)含的合作潛力有利于上海合作組織擴(kuò)大成員后對(duì)于整合因素和巴基斯坦的利益需求,并且絲綢之路可以提高上海合作組織各個(gè)成員國(guó)之間的凝聚力,更加有利于上海合作組織的發(fā)展以及各個(gè)國(guó)家的互利共存。盡管絲綢之路對(duì)于上海合作組織的發(fā)展起到了很多促進(jìn)作用,但是仍然存在一些問(wèn)題,絲綢之路的持續(xù)推進(jìn)與上海合作組織的持續(xù)深入路線(xiàn)不相匹配等問(wèn)題,因此上海合作組織需要不斷地融入絲綢之路的思想,以絲綢之路為契機(jī),更好地整合和發(fā)展上海合組織。本論文主要研究的內(nèi)容是絲綢之路經(jīng)濟(jì)帶倡議下上海合作組織發(fā)展研究,論文的研究過(guò)程中共分成三個(gè)部分對(duì)于該課題進(jìn)行研究。第一部分為上海合作組織的歷史進(jìn)程,這一部分主要研究了上海合作組織成立的背景、制度的進(jìn)程、協(xié)調(diào)的機(jī)制與原則等內(nèi)容。第二部分研究了絲綢之路經(jīng)濟(jì)帶的基本情況,主要包括絲綢之路倡議提出的背景、絲綢之路倡議構(gòu)想、絲綢之路背景下上海合作組織面臨的挑戰(zhàn)、以及安全問(wèn)題等等的內(nèi)容。第三部分是論文的重點(diǎn)部分,主要研究分析了上海合作組織在絲綢之路經(jīng)濟(jì)帶背景下的路徑選擇問(wèn)題,這一部分對(duì)于上海合作組織依托絲綢之路經(jīng)濟(jì)帶發(fā)展提出了眾多的完善建議,通過(guò)研究使上海合作組織在絲綢之路經(jīng)濟(jì)帶的帶動(dòng)下可以更好地發(fā)展。
[Abstract]:The Silk Road Economic Belt is of great strategic significance for innovating the regional cooperation mode and realizing China's diplomatic transformation and upgrading. The high tacit understanding between the current Shanghai Cooperation Organization and the Silk Road thought has injected new impetus into the development of the Silk Road Economic Belt for the development of the Shanghai Cooperation Organization. Led by the Silk Road, the SCO provides a good platform for cooperation among China, Russia and Central Asian countries. The Silk Road played an irreplaceable role in the development of Shanghai's cooperative organizations. The main manifestation is that the potential for cooperation contained in the Silk Road is conducive to the integration factors and the interests of Pakistan after the SCO has expanded its membership, and the Silk Road can enhance the cohesion among the various SCO member countries. More conducive to the development of the Shanghai Cooperation Organization and the mutual benefit of all countries. Although the Silk Road has played a significant role in promoting the development of the Shanghai Cooperation Organization, there are still some problems. The continued advancement of the Silk Road does not match the continuous deepening route of the Shanghai Cooperation Organization. Therefore, the SCO needs to integrate the thought of the Silk Road and take the Silk Road as an opportunity to better integrate and develop the SCO. The main content of this paper is the development of the Shanghai Cooperation Organization under the Silk Road Economic Belt Initiative, which is divided into three parts. The first part is the historical process of the Shanghai Cooperation Organization. This part mainly studies the background of the establishment of the Shanghai Cooperation Organization, the process of the system, the mechanism and principles of coordination and so on. The second part studies the basic situation of the Silk Road Economic Belt, including the background of the Silk Road Initiative, the concept of the Silk Road Initiative, the challenges faced by the Shanghai Cooperation Organization in the context of the Silk Road, and the security issues. The third part is the key part of the paper, which mainly studies and analyzes the route choice of the Shanghai Cooperation Organization in the context of the Silk Road Economic Belt. This part puts forward many suggestions for the development of the Shanghai Cooperation Organization relying on the Silk Road Economic Belt. Through the research, the Shanghai Cooperation Organization can develop better under the impetus of the Silk Road Economic Belt.
