【摘要】：2016年7月13日,德國聯(lián)邦政府發(fā)布了新的安全政策白皮書。白皮書中的政策宣示以及德國近期外交、安全與防務(wù)政策領(lǐng)域的行動都表明,德國正積極謀求在國際政治包括在國際安全政策中承擔(dān)更多責(zé)任和發(fā)揮領(lǐng)導(dǎo)作用。這是自2014年1月"慕尼黑共識"宣示以來,德國外交與安全政策從恪守"克制文化"逐步轉(zhuǎn)向"積極有為"的延續(xù)。本文依據(jù)"文明力量"概念對白皮書內(nèi)容以及德國安全政策實踐進(jìn)行了分析,并指出,德國未來將更加積極而又經(jīng)常性地參與國際危機與沖突的應(yīng)對,而且靈活運用軍事手段解決國際危機與沖突的情形會有限增加。雖然這可能會更多地發(fā)生在"臨時合作"的框架內(nèi),但是德國"文明力量"的角色定位并未發(fā)生根本性改變,德國外交與安全政策的轉(zhuǎn)型依然會是漸進(jìn)且有限度的,這主要是因為受到國內(nèi)政治和法律條件以及民意的約束。
[Abstract]:On July 13, 2016, Germany's federal government released a new white paper on security policy.The policy pronouncements in the white paper and recent actions in Germany's foreign, security and defense policies indicate that Germany is actively seeking to assume more responsibility and leadership in international politics, including international security policy.Since the Munich consensus was declared in January 2014, Germany's foreign and security policy has gradually shifted from a "culture of restraint" to a "positive and promising" policy.Based on the concept of "forces of civilization", this paper analyzes the contents of the white paper and the practice of German security policy, and points out that Germany will participate more actively and regularly in the response to international crises and conflicts in the future.And the flexible use of military means to resolve international crises and conflicts will be limited.Although this may take place more within the framework of "temporary cooperation", the role of Germany's "forces of civilization" has not fundamentally changed, and the transformation of Germany's foreign and security policy will continue to be gradual and limited.This is mainly due to domestic political and legal conditions and public opinion constraints.
