【摘要】：在當前我國面臨人口老齡化急劇加大的背景下,大量農(nóng)村孤寡老年人、留守老年人的社會養(yǎng)老問題日益凸顯。與此同時,居家養(yǎng)老服務站雖說在部份城市得到較好推廣,但在我國多數(shù)農(nóng)村尚未得到普及,并且現(xiàn)有的農(nóng)村居家養(yǎng)老服務站的運營、管理尚處在摸索當中。因此,如何在充分滿足農(nóng)村老年人居家養(yǎng)老服務需求的前提下,通過升級、完善農(nóng)村居家養(yǎng)老服務站的管理,讓老年人的養(yǎng)老問題得到妥善解決,不僅是解決農(nóng)村人口老齡化愈發(fā)嚴重的問題關(guān)鍵,更是構(gòu)建中國特色社會主義和諧社會的迫切要求。本文以完善農(nóng)村居家養(yǎng)老服務站管理為重點,選取具有研究代表性的福州市永泰縣為例,深入永泰縣全部7家農(nóng)村居家養(yǎng)老服務站,通過有針對性的問卷調(diào)查以及深度訪談的方式,對永泰縣農(nóng)村居家養(yǎng)老服務站當前在管理制度建立、管理基礎(chǔ)設施配置情況、管理工作監(jiān)督情況、財務管理情況、人員管理等關(guān)鍵環(huán)節(jié)進行深入調(diào)研,并將其與國內(nèi)外其他地區(qū)運營管理水平較高的農(nóng)村居家養(yǎng)老服務站進行對比、分析,得出永泰縣當前在農(nóng)村居家養(yǎng)老服務站的管理方面存在的較為突出問題。同時,就如何完善農(nóng)村居家養(yǎng)老服務站管理嘗試提出適應永泰縣農(nóng)村當?shù)靥厣膶Σ呓ㄗh,包括加強農(nóng)村居家養(yǎng)老服務站內(nèi)部管理制度建設,強化運營過程管理；升級服務站管理基礎(chǔ)設施,開展“大服務站式”管理；構(gòu)建多方參與的監(jiān)督與評價機制；采取彈性化的財政管理制度；多渠道挖掘志愿者充實管理隊伍等,為完善永泰縣農(nóng)村居家養(yǎng)老服務站管理,進一步發(fā)展老年人養(yǎng)老事業(yè)提供參考。
[Abstract]:In the face of China's current aging population increased sharply in the background, a large number of rural widowed elderly, left behind social pension problems of the elderly has become increasingly prominent. At the same time, home-based care services to get better promotion in the station although part of the city, but in most rural areas of our country has not yet been popularized, and the existing rural home care service station operation and management is still in the exploration. Therefore, how in the premise of home care service needs of rural elderly people fully meet, through upgrading, improve the rural home-based care services station management, so that the problem of the elderly has been properly resolved, not only solve the rural population aging has become more and more serious problem, it is urgently needed the construction of socialist harmonious society China characteristics. In this paper, in order to improve the rural home-based care services station management as the key point, it selects the representative of Fuzhou city of Yongtai County as an example, in-depth Yongtai county all 7 rural home-based care services station, through targeted questionnaire and depth interviews, the Yongtai County Rural family endowment service station in the establishment of management system, management infrastructure configuration, management supervision situation, financial management, in-depth investigation of the key link personnel management, and with the other parts of the country the operating management level is higher in rural home-based care services station comparison, analysis, obtains the Yongtai County in the rural family pension service management station in the more prominent problem. At the same time, how to improve the rural home-based care services station management try to put forward some suggestions to Yongtai county rural local characteristics, including the strengthening of rural home-based care services station internal management system construction, strengthening operation management; upgrading of service station management Facilities, carry out the service station "management; construction supervision and evaluation mechanism of multi participation; adopt flexible financial management system; multi channel mining volunteer management team to enrich, improve the Yongtai County Rural home-based care services station management, provide reference for the further development of the elderly pension business.
