【摘要】：自建國以來,中美關(guān)系在中國對外關(guān)系中的重要性從來都是數(shù)一數(shù)二的,同時也為中國發(fā)展同其他大國之間的外交關(guān)系起到了關(guān)鍵的作用。中美兩國的積極互動是冷戰(zhàn)后世界全局性發(fā)展戰(zhàn)略的重大變化。雖然兩國之間在很多方面有頗多的共同利益,但基于兩國在政治、經(jīng)濟(jì)、文化、思想、歷史、意識形態(tài)等幾個方面存在非常大的差異,中美關(guān)系的發(fā)展很難風(fēng)平浪靜,更多時候呈現(xiàn)出曇花一現(xiàn)的景象、相互對抗與合作并存,相互斗爭與協(xié)作同在。要想朝著更加健康、穩(wěn)定、蓬勃的狀態(tài)方向發(fā)展中美兩國大國關(guān)系,必須打破傳統(tǒng)保守觀念,推陳出新,把和平共處五項(xiàng)原則作為準(zhǔn)則,構(gòu)建新型中美大國關(guān)系,創(chuàng)造中美元首外交新形態(tài)。從“安納伯格”莊園會晤,到中國國家主席夫人彭麗媛邀請美國總統(tǒng)夫人首次單獨(dú)來華訪問以及2014年11月在北京舉行的APEC會議期間,中國國家主席習(xí)近平與美國總統(tǒng)奧巴馬的“瀛臺會”等等都是中國未曾出現(xiàn)過的非傳統(tǒng)外交形式。這些新形式是滋潤國際關(guān)系非常有效的手段,它不僅體現(xiàn)在第二次世界大戰(zhàn)以后多次緩解國際局勢,后冷戰(zhàn)時期也是屢試屢驗(yàn)。當(dāng)前,中美關(guān)系正處于構(gòu)建新型大國關(guān)系的關(guān)鍵時期,尤其對于中國和平發(fā)展道路具有決定意義之一的中美關(guān)系已不堪傳統(tǒng)外交形式的沉重壓力,需要些新鮮的形式對中美關(guān)系加以磨合及潤滑。例如:“莊園外交”因其獨(dú)特的私密性及在實(shí)踐過程中的不凡業(yè)績,以及在西方盛行已久并且有事半功倍的效果,同樣使中美兩國對其有所關(guān)注。本文闡述了非傳統(tǒng)外交形式在大國政治中所起到的獨(dú)特作用,對于中美兩國構(gòu)建新型大國關(guān)系所做出的外交新形態(tài)及作用進(jìn)行論述,通過具體案例,逐一解讀“2013年中美‘安納伯格’莊園元首會議”,“2014年‘夫人外交’”開創(chuàng)出的“柔性外交”等等案例并著重分析莊園外交在特定時間背景下的獨(dú)特作用,以彌補(bǔ)傳統(tǒng)外交上的不足,并對中美兩國元首外交新形態(tài)及作用進(jìn)行分析。
[Abstract]:Since the founding of the people's Republic of China, Sino-US relations have always been among the most important in China's foreign relations, and they have also played a key role in the development of diplomatic relations between China and other major powers.The positive interaction between China and the United States is a major change in the overall development strategy of the world after the Cold War.Although there are many common interests between the two countries in many aspects, because the two countries have very big differences in political, economic, cultural, ideological, historical, ideological, and other aspects, it is very difficult for the development of Sino-US relations to be calm.More often than not, there is a flash in the pan, mutual confrontation and cooperation, and mutual struggle and cooperation.In order to develop the relations between China and the United States in a more healthy, stable and vigorous direction, we must break the traditional conservative concept, bring forth new ideas from the old, take the five principles of peaceful coexistence as the norm, and construct a new type of Sino-American relations.To create a new form of diplomatic relations between Chinese and American heads of state.From the "Annenberg" Manor meeting, to the invitation by Chinese President's wife Peng Liyuan to the US President's wife to visit China alone for the first time, and to the APEC meeting held in Beijing in November 2014,Chinese President Xi Jinping and US President Barack Obama's "Ying'Tai Club" are unconventional forms of diplomacy that China has never seen before.These new forms are very effective means to nourish international relations. They are not only reflected in the relief of the international situation many times after the second World War, but also in the post-Cold War period.At present, Sino-US relations are in the critical period of building a new type of great power relationship, especially the heavy pressure of traditional diplomatic forms on Sino-US relations, which is one of the decisive ways for China's peaceful development.Some fresh form is needed for the running-in and lubrication of Sino-American relations.For example, "manor diplomacy", because of its unique privacy and outstanding achievements in practice, as well as popular in the West for a long time and with twice the result, has also made China and the United States pay attention to it.This paper expounds the unique role played by non-traditional forms of diplomacy in the politics of great powers, and discusses the new forms and functions of diplomacy made by China and the United States in the construction of a new type of great power relationship.One by one, we interpret the case of "flexible diplomacy" and "flexible diplomacy" which were created by "2013 China-U. S. 'Annenberg's Manor Summit" and "2014's Mrs. diplomacy" and focus on analyzing the unique role of manor diplomacy in a specific time background.In order to make up for the shortcomings of traditional diplomacy, and to analyze the new form and role of Chinese and American heads of state diplomacy.
