【摘要】：近年來,美越關(guān)系不斷升溫,尤其是在防務(wù)與安全合作領(lǐng)域取得了引人矚目的進展,美越雙方從戰(zhàn)略上日益重視防務(wù)安全合作,軍事高層互訪頻繁,實質(zhì)性軍事交流合作如聯(lián)合軍演、開放越南軍港、人道主義救援行動等持續(xù)開展,核能領(lǐng)域的合作得到加強,美國全面解除對越武器出口禁令,美越防務(wù)安全合作日趨機制化等。美越從昔日的軍事對抗走向今日的軍事合作,源于亞太地緣政治與安全形勢變化背景下兩國對安全利益的認(rèn)知以及安全戰(zhàn)略和外交政策的調(diào)整,其主要動機及意圖是通過相互借力削弱或制衡中國,并在南海問題上實現(xiàn)各自的目標(biāo)訴求。美越安全防務(wù)合作對中國周邊安全以及中國外交造成了挑戰(zhàn),它影響了中美關(guān)系與中越關(guān)系的健康發(fā)展,不利于南海問題的和平解決,使中國周邊安全形勢更加復(fù)雜化。雖然美越軍事合作暫時難以走向軍事同盟,但中國應(yīng)采取必要的應(yīng)對策略,積極推動中越關(guān)系的發(fā)展,加強中國與東盟關(guān)系,努力構(gòu)建中美新型大國關(guān)系,加強中俄戰(zhàn)略合作,加強中國國防和軍隊建設(shè),完善周邊安全戰(zhàn)略,提升應(yīng)對周邊安全危機的能力。
[Abstract]:In recent years, U.S.-Vietnam relations have been heating up, especially in the field of defense and security cooperation, with the US and Vietnam paying more and more attention to defense and security cooperation, and frequent military high-level exchanges of visits.Substantive military exchanges and cooperation, such as joint military exercises, opening of Vietnamese military ports, humanitarian relief operations, continued, cooperation in the field of nuclear energy has been strengthened, and the United States has fully lifted the ban on weapons exports to Vietnam.Defense and security cooperation between the US and Vietnam is becoming increasingly institutionalized and so on.From the former military confrontation to today's military cooperation, the US and Vietnam derive from their understanding of security interests and the adjustment of their security strategy and foreign policy under the background of the changes in the geopolitical and security situation in the Asia-Pacific region.Its main motive and intention is to weaken or balance China with each other, and to realize their respective goals and demands on the South China Sea issue.The security and defense cooperation between the United States and Vietnam has challenged China's peripheral security and China's diplomacy, which has affected the healthy development of Sino-US relations and Sino-Vietnamese relations, is not conducive to the peaceful settlement of the South China Sea issue, and further complicates the security situation around China.Although it is difficult for the United States and Vietnam to move toward a military alliance for the time being, China should adopt the necessary countermeasures to actively promote the development of Sino-Vietnamese relations, strengthen China-ASEAN relations, strive to build a new type of large country relationship between China and the United States, and strengthen strategic cooperation between China and Russia.Strengthen China's national defense and army construction, improve the security strategy around, and enhance the ability to deal with the security crisis around.
