【摘要】：隨著互聯(lián)網(wǎng)尤其是移動互聯(lián)網(wǎng)技術(shù)的不斷成熟,通過網(wǎng)絡(luò)平臺進行政治參與,影響和改變著民眾的政治生活:改變了公眾參政的理念,拓寬了公眾政治參與的渠道,同時優(yōu)化政府管理,提高政府決策的科學(xué)化,促進政治的穩(wěn)定和社會的和諧,推動社會主義民主政治的進程。相對于傳統(tǒng)的政治參與,網(wǎng)絡(luò)政治參與具有快捷、高效、靈活、廣泛等明顯優(yōu)勢,為推動我國民主政治建設(shè)提供強大的助力。目前我國網(wǎng)絡(luò)政治參與仍處于探索發(fā)展期,由于缺乏足夠的規(guī)范和管理,我國公民網(wǎng)絡(luò)政治參與的過程中也存在諸多困境,例如從政府的角度:缺乏網(wǎng)絡(luò)執(zhí)政的理念和完善的法制設(shè)計;從公民的角度:民眾的政治參與文化基礎(chǔ)較弱和政治參與素質(zhì)不足;此外信息鴻溝造成網(wǎng)絡(luò)政治參與不平衡等。這些因素阻礙了我國網(wǎng)絡(luò)政治參與健康有序的發(fā)展。針對我國網(wǎng)絡(luò)政治參與過程中所面臨的困境,立足網(wǎng)絡(luò)政治參與規(guī)范化發(fā)展的現(xiàn)狀,主要從以下幾個方面探索網(wǎng)絡(luò)政治參與的規(guī)范化發(fā)展路徑:健全網(wǎng)絡(luò)政治參與的法律法規(guī);保持有效信息的暢通;培育和提高公民政治參與水平;改善網(wǎng)絡(luò)政治生態(tài);引導(dǎo)和規(guī)范網(wǎng)絡(luò)輿論等。
[Abstract]:With the continuous maturity of the Internet, especially the mobile Internet technology, the political participation through the network platform has influenced and changed the political life of the people. It has changed the idea of public participation in politics and broadened the channels of public political participation.At the same time, we should optimize the government management, improve the scientific decision-making of the government, promote political stability and social harmony, and promote the process of socialist democratic politics.Compared with the traditional political participation, network political participation has obvious advantages such as fast, efficient, flexible and extensive, which provides a powerful help for promoting the construction of democratic politics in our country.At present, China's network political participation is still in the period of exploration and development. Due to the lack of sufficient norms and management, there are many difficulties in the process of our citizens' network political participation.For example, from the angle of government: lack of the concept of network governance and perfect legal system design; from the perspective of citizens: the political participation of the people's cultural foundation is weak and political participation quality is insufficient; in addition, the information gap leads to the imbalance of network political participation and so on.These factors hinder the healthy and orderly development of our country's network political participation.In view of the difficulties in the process of network political participation in our country, based on the current situation of the standardization development of network political participation, this paper mainly explores the standardized development path of network political participation from the following aspects: perfecting the laws and regulations of network political participation;To keep the effective information unblocked; to cultivate and improve the level of citizen's political participation; to improve the network political ecology; to guide and standardize the network public opinion.
