【摘要】：歐盟自上世紀90年代中期以來,根據(jù)國際形勢變化,特別是中歐各自內(nèi)部的新變化、新挑戰(zhàn),定期發(fā)布一系列對華政策文件,規(guī)劃和指導(dǎo)各時期的對華關(guān)系發(fā)展。這種相對程式化的傾向在2006年之前非常明顯。此后因歐洲陷入多重危機的困擾,其關(guān)注重點被迫集中于歐盟內(nèi)部事務(wù)及周邊問題。直至2016年6月,時隔10年之后,歐盟再次發(fā)布《歐盟對華新戰(zhàn)略要素》文件,重新系統(tǒng)規(guī)劃了歐盟對華新戰(zhàn)略的基本原則、政策框架及未來行動方向。本文根據(jù)此新政策文件,重點闡析了歐盟對華新戰(zhàn)略要素所蘊含的基本理念原則及政策框架的核心內(nèi)涵,并結(jié)合當前中歐關(guān)系中的突出問題,思考和總結(jié)了歐盟對華新戰(zhàn)略要素的特點和新傾向。
[Abstract]:Since the mid-1990s, the EU has regularly issued a series of policy documents on China, planning and guiding the development of relations with China in accordance with the changes in the international situation, especially the new changes and new challenges within China and Europe.This relatively stylized tendency was evident before 2006.Since then, as Europe has been mired in multiple crises, its focus has been forced to focus on the EU's internal affairs and peripheral issues.Up to June 2016, 10 years later, the EU again released the document "elements of the EU's New Strategy for China", which redesigned the basic principles, policy framework and future course of action of the EU's new strategy for China.According to this new policy document, this paper focuses on the analysis of the basic conceptual principles and the core connotation of the policy framework contained in the EU's new strategic elements towards China, and combines with the outstanding problems in the current China-EU relations.Thinking and summing up the characteristics and new tendency of the EU's new strategic elements towards China.
