【摘要】：TPP的興起,源于美日兩國(guó)貿(mào)易政策的合流。美日對(duì)TPP的解讀,強(qiáng)調(diào)了其制衡中國(guó)的戰(zhàn)略?xún)r(jià)值和適應(yīng)供應(yīng)鏈貿(mào)易、推動(dòng)增長(zhǎng)的經(jīng)濟(jì)價(jià)值。這樣的論點(diǎn)有助于在政治精英中形成共識(shí),卻難以說(shuō)服普通民眾,導(dǎo)致TPP在首相官邸主導(dǎo)的日本政治中獲勝,卻在地方政治主導(dǎo)的美國(guó)總統(tǒng)選舉中受挫。TPP沒(méi)能彌合全球化在國(guó)際和國(guó)內(nèi)層面造成的裂痕,反而增加了全球治理和國(guó)內(nèi)治理碎片化的風(fēng)險(xiǎn),這是美日貿(mào)易政策陷入困境的根本原因。特朗普的當(dāng)選不僅使TPP前途黯淡,還可能引發(fā)美國(guó)與其他國(guó)家之間的貿(mào)易摩擦,而日本的貿(mào)易政策是否會(huì)繼續(xù)以美國(guó)為中心展開(kāi)也存在諸多變數(shù)。
[Abstract]:The rise of TPP stems from the confluence of American and Japanese trade policies.The interpretation of TPP by the United States and Japan emphasizes its strategic value as a counterbalance to China and its economic value in adapting to supply chain trade and promoting growth.Such arguments helped to build consensus among the political elite, but failed to convince the general public that the TPP had won in Japanese politics dominated by the prime minister's residence.The TPP has failed to bridge the cracks created by globalization at the international and domestic levels, but has increased the risk of fragmentation of global and domestic governance.This is the root cause of America and Japan's difficult trade policy.Trump's election not only darkens the future of the TPP, but could also spark trade frictions between the United States and other countries, and whether Japan's trade policy will continue to focus on the United States is uncertain.
