【摘要】：冷戰(zhàn)結(jié)束后,中國的外交戰(zhàn)略有了新的發(fā)展,“伙伴關(guān)系”外交戰(zhàn)略在事實(shí)上已經(jīng)逐步形成。本文從整體上定性地分析了中國“伙伴關(guān)系”外交戰(zhàn)略及其實(shí)踐的歷史和現(xiàn)狀,進(jìn)而提出了這一外交戰(zhàn)略及其實(shí)踐的優(yōu)化策略。在對(duì)“伙伴關(guān)系”外交戰(zhàn)略理論分析的基礎(chǔ)上,通過對(duì)聯(lián)合聲明和聯(lián)合宣言等外交文本的整理、分析和歸納,本文試圖對(duì)中國所構(gòu)建的伙伴關(guān)系進(jìn)行劃分,并且進(jìn)一步分析影響中國伙伴關(guān)系定位的基本要素。中國“伙伴關(guān)系”外交戰(zhàn)略的理論分析從“伙伴”、“伙伴關(guān)系”等相關(guān)概念的分析切入,并追溯中國外交戰(zhàn)略的歷史演變,詳細(xì)闡述了中國當(dāng)前所奉行的“伙伴關(guān)系”外交戰(zhàn)略是中國普遍地尋求與其他國家或國際組織建立特定伙伴關(guān)系的總體規(guī)劃與指導(dǎo)方略。以平等、合作與開放為基本特征的“伙伴關(guān)系”外交戰(zhàn)略是中國從國家利益出發(fā),在對(duì)國際形勢(shì)和國內(nèi)實(shí)際綜合判斷的基礎(chǔ)上作出的一項(xiàng)理性的戰(zhàn)略決策。中國“伙伴關(guān)系”外交戰(zhàn)略的實(shí)踐分析將中國所構(gòu)建的伙伴關(guān)系劃分為合作伙伴關(guān)系和戰(zhàn)略伙伴關(guān)系兩大層次,并進(jìn)一步細(xì)分為五個(gè)類別。本文認(rèn)為伙伴關(guān)系的建立和提升主要取決于以下六大基本要素：雙邊互信；互利合作；雙邊合作的制度化與機(jī)制化；雙邊關(guān)系在本國外交戰(zhàn)略布局中的位置；發(fā)展雙邊關(guān)系的意愿；雙邊關(guān)系的輻射范圍。本文還回顧和梳理了這一外交戰(zhàn)略實(shí)踐的發(fā)展歷程。這一外交戰(zhàn)略及其實(shí)踐為中國的發(fā)展?fàn)I造了一個(gè)有利的外部環(huán)境,加強(qiáng)了中國與伙伴國家之間的交流與合作,推動(dòng)了世界多極化趨勢(shì)和國際關(guān)系民主化。最后,本文對(duì)中國“伙伴關(guān)系”外交戰(zhàn)略及其實(shí)踐進(jìn)行了前瞻性探索,提出了這一外交戰(zhàn)略及其實(shí)踐的優(yōu)化策略。
[Abstract]:After the end of the Cold War, China's diplomatic strategy has developed, and the "partnership" diplomatic strategy has been gradually formed in fact. This paper qualitatively analyzes the history and present situation of China's "partnership" diplomatic strategy and its practice. On the basis of the theoretical analysis of the diplomatic strategy of "partnership", through the collation of the joint statement and joint declaration and other diplomatic texts, the paper analyzes and summarizes the diplomatic strategy and its practice. This paper tries to divide the partnership between China and China. The theoretical analysis of China's "partnership" diplomatic strategy begins with the analysis of "partner", "partnership" and other related concepts, and traces the historical evolution of China's diplomatic strategy. Expounding in detail that the current "partnership" diplomatic strategy pursued by China is an overall plan and guiding strategy for China to generally seek specific partnerships with other countries or international organizations. The "partnership" diplomatic strategy, characterized by cooperation and openness, is China's national interest. A rational strategic decision made on the basis of a comprehensive judgment of the international situation and domestic reality. The practical analysis of China's "partnership" diplomatic strategy divides the partnership that China has built into cooperative partnership and partnership. There are two levels of strategic partnership, This paper argues that the establishment and promotion of partnership mainly depends on the following six basic elements: bilateral mutual trust, mutually beneficial cooperation, institutionalization and institutionalization of bilateral cooperation; The position of bilateral relations in the strategic layout of national diplomacy, the willingness to develop bilateral relations; This article also reviews and combs the development course of this diplomatic strategic practice, which has created a favorable external environment for China's development. It has strengthened the exchanges and cooperation between China and its partner countries, promoted the trend of world multipolarization and the democratization of international relations. Finally, this paper makes a forward-looking exploration of China's "partnership" diplomatic strategy and its practice. This diplomatic strategy and its practical optimization strategy are put forward.
