【摘要】：基于治理理念的社會(huì)治理發(fā)展和創(chuàng)新,離不開主體多元化的攜手合作和共同參與。在當(dāng)今網(wǎng)絡(luò)時(shí)代,互聯(lián)網(wǎng)的快速發(fā)展使網(wǎng)絡(luò)逐漸成為傳遞民意的重要途徑,公民網(wǎng)絡(luò)參與是互聯(lián)網(wǎng)影響政治生活的一個(gè)重要方面,公眾通過網(wǎng)絡(luò)獲取公共信息和發(fā)表政治見解已逐漸成為常態(tài)化。公民在網(wǎng)絡(luò)環(huán)境推動(dòng)下參與社會(huì)治理的方式也發(fā)生了巨大的變化,公民參與作為一種新型的參與方式,對(duì)社會(huì)治理方式和社會(huì)治理進(jìn)程有著重要的作用。公民網(wǎng)絡(luò)參與一方面為公民參與社會(huì)治理提供了有效的參與渠道,另一方面也使政府更加及時(shí)、準(zhǔn)確的掌握輿情,與此同時(shí)網(wǎng)絡(luò)參與為公民和政府搭建了互動(dòng)交流的新平臺(tái),推動(dòng)了公民與政府關(guān)系的改善。然而,網(wǎng)絡(luò)參與是一把雙刃劍,它一方面有利于社會(huì)民主的發(fā)展;另一方面,由于互聯(lián)網(wǎng)自身的特性在公民通過網(wǎng)絡(luò)參與社會(huì)問題的過程中會(huì)存在一些問題,對(duì)社會(huì)治理的發(fā)展提出了新的挑戰(zhàn)。本文在目前公民網(wǎng)絡(luò)參與現(xiàn)狀的基礎(chǔ)上,通過實(shí)地問卷調(diào)查的方式,綜合的分析了當(dāng)前我國(guó)公民參與在社會(huì)治理過程中存在的問題,針對(duì)參與過程中出現(xiàn)的無序化和非理性行為,從完善政治信息、加強(qiáng)法制機(jī)制建設(shè)、提升公民個(gè)人素養(yǎng)三個(gè)方面提出了對(duì)策建議,從而推動(dòng)社會(huì)治理的發(fā)展和公民網(wǎng)絡(luò)參與的良性互動(dòng)。
[Abstract]:The development and innovation of social governance based on the concept of governance can not be separated from the pluralistic cooperation and joint participation of the main body. In today's network age, the rapid development of the Internet has gradually become an important way to convey public opinion. Civic network participation is an important aspect of the Internet's influence on political life. Public access to public information and political opinions through the Internet has gradually become a norm. The way that citizens participate in social governance under the push of the network environment has also undergone tremendous changes. Citizen participation as a new type of participation means, On the one hand, citizen network participation provides an effective channel for citizens to participate in social governance, on the other hand, it also enables the government to grasp public opinion more timely and accurately. At the same time, network participation creates a new platform for citizens and governments to interact and exchange, and promotes the improvement of the relationship between citizens and government. However, network participation is a double-edged sword, on the one hand, it is conducive to the development of social democracy; on the other hand, it is conducive to the development of social democracy. Because of the characteristics of the Internet, there are some problems in the process of citizens participating in social problems through the network, which brings forward a new challenge to the development of social governance. Through the way of questionnaire survey on the spot, this paper synthetically analyzes the problems existing in the process of social governance of citizen participation in our country, aiming at the disorderly and irrational behavior in the process of participation, from perfecting political information and strengthening the construction of legal system, In order to promote the development of social governance and the positive interaction of citizen network participation, this paper puts forward some countermeasures and suggestions on how to promote the citizen's personal accomplishment.
