大型國有企業(yè)養(yǎng)老工作路徑優(yōu)化研究

【摘要】:國有企業(yè)剝離社會(huì)職能是建立現(xiàn)代企業(yè)制度的重要環(huán)節(jié),也是社會(huì)主義市場經(jīng)濟(jì)發(fā)展的必然趨勢。國有企業(yè)雖然經(jīng)過多輪次改革,但在剝離社會(huì)職能過程中依然收效欠佳。近年來,煤炭價(jià)格持續(xù)下跌導(dǎo)致煤炭行業(yè)的國企利潤大幅下滑,煤炭庫存量居高不下,又由于各類進(jìn)口煤的大量涌入等原因,所謂“煤炭黃金十年”已經(jīng)結(jié)束,諸多煤炭企業(yè)紛紛陷入經(jīng)營困境,已經(jīng)進(jìn)入非常困難時(shí)期。與此同時(shí),人口老齡化加劇,我國已進(jìn)入老齡化社會(huì),養(yǎng)老問題已經(jīng)越來越受到全社會(huì)的共同關(guān)注。在此背景下,國有企業(yè)離退休人員的養(yǎng)老工作也日益成為社會(huì)發(fā)展中凸顯的、不容忽視的現(xiàn)實(shí)生活問題。囿于多種原因,當(dāng)前國有企業(yè)職工養(yǎng)老模式仍然是以家庭養(yǎng)老為主,但傳統(tǒng)家庭式養(yǎng)老已突顯不足,功能弱化,不適應(yīng)國有企業(yè)改革發(fā)展形勢的需要。鑒于此,養(yǎng)老工作路徑優(yōu)化被推上了國有企業(yè)戰(zhàn)略發(fā)展議程,并具有舉足輕重的全局性影響。已有的關(guān)于養(yǎng)老問題學(xué)術(shù)文獻(xiàn)主要是聚焦于養(yǎng)老保險(xiǎn)的研究,并多針對老年人物質(zhì)生活保障進(jìn)行思考,但是隨著經(jīng)濟(jì)的不斷發(fā)展和社會(huì)的長足進(jìn)步,老年人在健康方面以及精神文化方面的認(rèn)知程度越來越高,需求也在不斷增加。綜合上述情況,本文通過定性歸納法、比較分析法、文獻(xiàn)法等方法選擇以大型國有企業(yè)職工養(yǎng)老工作方式為切入點(diǎn)進(jìn)行研究,把國有企業(yè)養(yǎng)老工作產(chǎn)業(yè)化優(yōu)化發(fā)展作為企業(yè)優(yōu)化養(yǎng)老服務(wù)的改革路徑和探索平臺。養(yǎng)老工作產(chǎn)業(yè)化既是大型國企戰(zhàn)略轉(zhuǎn)型發(fā)展的必經(jīng)之路,也將是國企剝離社會(huì)職能、優(yōu)化相關(guān)工作的成功之路。養(yǎng)老工作產(chǎn)業(yè)化將更能提高國有企業(yè)中老年人養(yǎng)老的生活質(zhì)量和精神質(zhì)量,滿足不同老年人的不同需求,提升他們的幸福指數(shù)。本文通過對養(yǎng)老產(chǎn)業(yè)基本概念及相關(guān)理論的界定,借鑒北京、上海等國內(nèi)以及日本、新加坡、美國等國外養(yǎng)老產(chǎn)業(yè)化發(fā)展的經(jīng)驗(yàn),分析國有企業(yè)養(yǎng)老產(chǎn)業(yè)化的可行性和必要性,研究國有企業(yè)養(yǎng)老企業(yè)市場化經(jīng)營內(nèi)容與方法。根據(jù)大型國有煤炭企業(yè)Y企業(yè)當(dāng)前的實(shí)際情況,選取Y企業(yè)中具有典型性的MT煤礦作為樣本,通過問卷調(diào)查法收集相關(guān)數(shù)據(jù),對匯總結(jié)果總體判斷并做定量分析。研究Y企業(yè)當(dāng)前養(yǎng)老工作產(chǎn)業(yè)化的發(fā)展趨勢,理清Y企業(yè)養(yǎng)老工作路徑優(yōu)化的基本思路,對Y企業(yè)養(yǎng)老工作路徑優(yōu)化之路進(jìn)行調(diào)研、分析,對大型國有企業(yè)養(yǎng)老工作提出適應(yīng)其發(fā)展的建議。選擇真正適合老人、適應(yīng)企業(yè)穩(wěn)定發(fā)展的養(yǎng)老優(yōu)化方法,將企業(yè)養(yǎng)老產(chǎn)業(yè)化與企業(yè)戰(zhàn)略轉(zhuǎn)型目標(biāo)相結(jié)合,從而取得具有實(shí)際意義的科學(xué)結(jié)論。本文梳理了養(yǎng)老產(chǎn)業(yè)化與企業(yè)健康發(fā)展之間的關(guān)系,確立了依托養(yǎng)老產(chǎn)業(yè)化發(fā)展創(chuàng)造價(jià)值、增加就業(yè)、改善養(yǎng)老服務(wù)質(zhì)量的思路與對策,對破解國有企業(yè)養(yǎng)老工作難題、提升老年職工幸福指數(shù)有一定裨益。
[Abstract]:The stripping of social functions by state-owned enterprises is an important link in the establishment of a modern enterprise system, as well as an inevitable trend in the development of the socialist market economy. In recent years, the continued decline in coal prices has led to a sharp decline in the profits of state-owned enterprises in the coal industry, high coal inventories, and a large influx of imported coal, among other reasons. The so-called "golden decade of coal" has come to an end, and many coal enterprises have fallen into a difficult period of operation. At the same time, the aging of the population has intensified, and China has entered an aging society. The problem of the aged has been paid more and more attention to by the whole society. Under this background, the retirement work of the retired persons in state-owned enterprises has become a prominent problem in the social development, which can not be ignored in the real life. At present, the old-age model of state-owned enterprise workers is still based on family old-age support, but the traditional family old-age pension has been highlighted, its function is weakened, and it does not meet the needs of the situation of state-owned enterprise reform and development. The optimization of pension work path has been pushed into the strategic development agenda of state-owned enterprises, and has a significant overall impact. But with the continuous development of the economy and the rapid progress of the society, the elderly have a higher and higher level of cognition in terms of health and spiritual culture. The demand is also increasing. To sum up the above situation, this paper chooses the old-age work method of large state-owned enterprises as the starting point through qualitative induction method, comparative analysis method, literature method and so on. Taking the optimization and development of state-owned enterprises' endowment work industrialization as the reform path and exploration platform for enterprises to optimize pension services, the industrialization of old-age work is not only the only way for the strategic transformation and development of large state-owned enterprises, but also the stripping of social functions of state-owned enterprises. The industrialization of old-age work will improve the quality of life and spiritual quality of the aged in state-owned enterprises, and meet the different needs of different elderly people. By defining the basic concepts and related theories of the pension industry, this paper draws lessons from the experience of the industrialization of the aged in China, such as Beijing, Shanghai, Japan, Singapore, the United States, and other foreign countries, such as Japan, Singapore, the United States, and so on. This paper analyzes the feasibility and necessity of the industrialization of the aged in state-owned enterprises, studies the contents and methods of the market-oriented management of the state-owned enterprises for the aged, and according to the actual situation of the large-scale state-owned coal enterprises Y enterprise, Taking the typical MT coal mine in Y enterprise as the sample, collecting the relevant data through the method of questionnaire, judging the aggregate result and making quantitative analysis, this paper studies the development trend of the industrialization of pension work in Y enterprise. This paper clarifies the basic idea of optimizing the path of pension work in Y enterprise, investigates and analyzes the way of optimizing the path of pension work in Y enterprise, and puts forward some suggestions to suit the development of pension work in large state-owned enterprises. This paper analyzes the relationship between the endowment industrialization and the healthy development of the enterprise, which is suitable for the stable development of the enterprise, and combines the industrialization of the aged with the target of the strategic transformation of the enterprise, so as to obtain the scientific conclusion of practical significance, and the relationship between the industrialization of the aged and the healthy development of the enterprise. The idea and countermeasures of creating value, increasing employment and improving the quality of service for the aged based on the development of the industrialization of the aged will be helpful to solve the problems of the old-age work in the state-owned enterprises and to promote the happiness index of the elderly workers.
