【摘要】："一帶一路"建設(shè)實際上是中國國家"西向"發(fā)展的具體要求,是"西部邊疆安全"尋求地區(qū)發(fā)展的重要支撐,更是實現(xiàn)國際國內(nèi)兩個區(qū)域聯(lián)動發(fā)展的關(guān)鍵所在。因此,中國的未來發(fā)展決不能夠孤立地去將"一帶一路"、"次區(qū)域合作"與"西部邊疆安全"區(qū)分為不同的戰(zhàn)略,而是應(yīng)該用聯(lián)系的眼光將西部地區(qū)的安全與發(fā)展置于"一帶一路"建設(shè)背景之下,要頭頂"國際視野"的藍(lán)天,腳踏"國內(nèi)發(fā)展"的大地,以更為開放的姿態(tài)去實現(xiàn)西部地區(qū)的"安全"發(fā)展。對此,本文提出以"喜馬拉雅合作"為核心深入進(jìn)行"國內(nèi)發(fā)展的國際化",充分利用兩洋三亞的"疆-巴通道"、"藏-尼通道"以及"滇-緬通道",謀求實現(xiàn)國際國內(nèi)兩個平臺"安全合作"的無縫對接。
[Abstract]:In fact, the construction of "Belt and Road" is the specific requirement for the "westward" development of China's country, the important support for the "security of the western frontier" in seeking regional development, and the key to realizing the linkage development between the international and domestic regions. China's future development can never be isolated from "Belt and Road", "sub-regional cooperation" and "security of the western frontier" as a different strategy. Instead, the security and development of the western region should be placed under the background of the construction of "Belt and Road" with a view of contact, the blue sky of "international vision" should be overhead, and the land of "domestic development" should be stepped on. To realize the development of "security" in the western region with a more open attitude. This paper puts forward the idea of "internationalization of domestic development" with "Himalayan cooperation" as the core, making full use of the "Xinjiang-Pakistan channel", "Tibet-Nepal channel" and "Dian-Myanmar channel" of Sanya in the two oceans, in order to achieve the realization of the two channels at home and abroad. The seamless docking of the platform "Security Cooperation".
