【摘要】:養(yǎng)老護(hù)理員是老齡化進(jìn)程中成長(zhǎng)起來(lái)的一支新型勞動(dòng)力大軍,是我國(guó)養(yǎng)老產(chǎn)業(yè)的重要組成部分,是推進(jìn)我國(guó)養(yǎng)老社會(huì)化的重要力量!笆濉睍r(shí)期,我國(guó)人口老齡化、高齡化、空巢化和病殘化不斷加重,家庭規(guī)模日益小型化、單薄化,在急劇的社會(huì)變遷和陡增的養(yǎng)老壓力下,機(jī)構(gòu)養(yǎng)老成為不少老年人的選擇。發(fā)達(dá)國(guó)家步入老齡化較早,在養(yǎng)老護(hù)理方面已積累較為豐富的經(jīng)驗(yàn),并建立起比較科學(xué)、合理、成熟、系統(tǒng)的管理服務(wù)體系,既對(duì)失去生活自理能力的老人提供專(zhuān)業(yè)化的護(hù)理,又對(duì)護(hù)理人員的資格培訓(xùn)、職業(yè)等級(jí)等建立了完善的制度。近年來(lái),養(yǎng)老問(wèn)題得到重視且相關(guān)部門(mén)做了大量工作,但由于我國(guó)老齡化進(jìn)程晚、人口基數(shù)大、經(jīng)濟(jì)發(fā)展不平衡、受傳統(tǒng)思想影響等一系列原因,我國(guó)的養(yǎng)老機(jī)構(gòu)發(fā)展良莠不齊,對(duì)其所提供的服務(wù)和提供服務(wù)的人員管理都存在較多問(wèn)題。巨大養(yǎng)老壓力之下,養(yǎng)老護(hù)理員隊(duì)伍的發(fā)展深刻影響著中國(guó)的養(yǎng)老方式變遷格局,但養(yǎng)老護(hù)理員“招不來(lái)、管不好、留不住”成為常態(tài),具體表現(xiàn)為養(yǎng)老護(hù)理員中普遍存在學(xué)歷素質(zhì)低,專(zhuān)業(yè)化轉(zhuǎn)變困難的問(wèn)題、年齡偏大,學(xué)習(xí)能力差、工作報(bào)酬低、工作環(huán)境差,人才隊(duì)伍難以可持續(xù)發(fā)展等一系列問(wèn)題。針對(duì)養(yǎng)老護(hù)理員隊(duì)伍發(fā)展存在的問(wèn)題,本研究應(yīng)用文獻(xiàn)查閱、個(gè)案比較、問(wèn)卷調(diào)查、深度訪談等多種方法和手段,以全國(guó)部分典型地區(qū)的數(shù)據(jù)和訪談為例,對(duì)養(yǎng)老機(jī)構(gòu)護(hù)理人員隊(duì)伍職業(yè)發(fā)展現(xiàn)狀進(jìn)行梳理,并從個(gè)人、用人單位、社會(huì)三個(gè)層面進(jìn)行分析,查找存在的問(wèn)題和原因。促進(jìn)養(yǎng)老護(hù)理員隊(duì)伍發(fā)展是符合我國(guó)老齡化進(jìn)程和現(xiàn)階段養(yǎng)老現(xiàn)狀的重要舉措,本研究提出了應(yīng)多元投入,優(yōu)化養(yǎng)老護(hù)理人才結(jié)構(gòu)、提高職業(yè)競(jìng)爭(zhēng)力;健全組織配置,加強(qiáng)制度支持;凝聚社會(huì)力量,營(yíng)造良好職業(yè)環(huán)境等一系列措施,既解決好當(dāng)前養(yǎng)老護(hù)理員職業(yè)不穩(wěn)定和權(quán)益難保障的問(wèn)題,又?jǐn)U大養(yǎng)老護(hù)理員隊(duì)伍,吸引更多人加入到養(yǎng)老護(hù)理員隊(duì)伍中來(lái)。培養(yǎng)一支既有充足的數(shù)量、又有較高的質(zhì)量養(yǎng)老服務(wù)人才隊(duì)伍,滿(mǎn)足我國(guó)養(yǎng)老服務(wù)業(yè)的發(fā)展需求。
[Abstract]:Carers for the aged are a new type of labor force growing up in the process of aging, an important part of the pension industry in our country, and an important force to promote the socialization of the aged in our country. During the "Twelfth Five-Year Plan" period, the population of our country is aging and aging. Empty nesting and invalidation are becoming more and more serious, and the scale of the family is becoming smaller and thinner. Under the rapid social changes and the sudden increase in the pressure for the aged, institutional old-age support has become the choice of many elderly people. It has accumulated rich experience in the field of old-age care, and has established a more scientific, reasonable, mature and systematic management service system, which not only provides professional nursing for the elderly who have lost their ability to take care of themselves, but also provides training for the qualifications of nursing staff. In recent years, attention has been paid to the problem of the aged and a great deal of work has been done by the relevant departments. However, due to the late aging process in China, the large population base, and the imbalance in economic development, Influenced by traditional thoughts and other reasons, the development of pension institutions in our country is mixed, and there are many problems in the service and personnel management. The development of nursing staff has a profound impact on the pattern of old-age care in China. However, it has become the norm that the nursing staff "can't recruit, manage and stay", which is manifested in the fact that there is generally a low quality of education among the carers. A series of problems, such as difficulty in professional transformation, age, poor learning ability, low remuneration for work, poor working environment, difficulty in the sustainable development of talents, etc., are aimed at the problems existing in the development of the contingent of old-age care workers. This study applies various methods and means, such as literature review, case comparison, questionnaire investigation, in-depth interview, and taking data and interviews in some typical areas of the country as examples, combs the present situation of professional development of nursing staff in old-age institutions. And from the individual, the employing unit, the society three stratification level carries on the analysis, finds out the existence question and the reason, promotes the old-age nurse troop development is accords with our country the aging process and the present stage pension present situation important measure, This study puts forward a series of measures, such as optimizing the structure of nursing talents for the aged, improving the professional competitiveness, improving the organization allocation, strengthening the system support, condense the social forces, and create a good occupational environment, etc. Not only to solve the current problems of occupational instability and difficulty in safeguarding the rights and interests of carers, but also to expand the ranks of old-age care workers and attract more people to join the ranks of carers. There is also a higher quality endowment service personnel to meet the needs of the development of the pension service industry in China.
