【摘要】：老齡化已經(jīng)是全球都面臨的問題,中國(guó)同樣面臨著老齡化的問題。河北省是較早步入老齡化的省份之一,老年人口數(shù)量迅速增長(zhǎng),老年人口比例更是不斷上升。老齡化的不斷加劇,給河北省解決養(yǎng)老問題帶來(lái)了相當(dāng)大的挑戰(zhàn)。在老齡化不斷加深的背景下,要解決好養(yǎng)老問題,河北省需要建立完善的養(yǎng)老服務(wù)體系。文章首先闡述了養(yǎng)老服務(wù)體系的基本理論,并通過比較法、數(shù)據(jù)分析和實(shí)證分析等,對(duì)河北省養(yǎng)老服務(wù)體系現(xiàn)狀進(jìn)行分析,以此總結(jié)出養(yǎng)老服務(wù)體系在發(fā)展過程中出現(xiàn)的問題,最后論述完善河北省養(yǎng)老服務(wù)體系的建議。為了滿足老年人的養(yǎng)老需求,河北省積極推動(dòng)以居家養(yǎng)老為基礎(chǔ)、社區(qū)養(yǎng)老為依托、機(jī)構(gòu)養(yǎng)老為支撐,滿足老年人多樣化、多層次養(yǎng)老服務(wù)需求的養(yǎng)老服務(wù)體系的建設(shè)。河北省的社區(qū)養(yǎng)老床位和機(jī)構(gòu)養(yǎng)老床位數(shù)量均在全國(guó)范圍內(nèi)排在前列,居家養(yǎng)老呼叫服務(wù)網(wǎng)絡(luò)已經(jīng)覆蓋全省所有的172個(gè)縣(市、區(qū)),首創(chuàng)了農(nóng)村幸�；ブ哼@個(gè)新的養(yǎng)老模式,該模式已在全國(guó)推廣。但是,河北省的養(yǎng)老服務(wù)體系同樣存在著法規(guī)和監(jiān)督評(píng)估體系不完善、城鄉(xiāng)居民養(yǎng)老金支出數(shù)額相對(duì)較少、服務(wù)內(nèi)容單一、服務(wù)層次偏低、養(yǎng)老服務(wù)人員供給量不足、專業(yè)化水平較低等方面的不足。養(yǎng)老服務(wù)體系是為老年群體服務(wù)的,要從老年群體的需求入手,為他們提供內(nèi)容豐富、不同層次的服務(wù),讓老年群體能夠安享晚年。政府應(yīng)發(fā)揮主導(dǎo)作用,制定完善的法規(guī)體系、完善養(yǎng)老金制度、提升城鄉(xiāng)居民養(yǎng)老金水平、完善監(jiān)督評(píng)估體系,政府是主導(dǎo)而不是單一的主體,服務(wù)主體應(yīng)該朝著多元化的方向發(fā)展,發(fā)動(dòng)全社會(huì)的力量來(lái)應(yīng)對(duì)養(yǎng)老問題。老年人隨著年齡的增加,身體狀況會(huì)逐漸變差,容易生病,因此打造專業(yè)化的服務(wù)、照護(hù)人才隊(duì)伍是十分重要的事。這些是對(duì)河北省養(yǎng)老服務(wù)體系完善的幾點(diǎn)建議,希望能夠?qū)ν晟起B(yǎng)老服務(wù)體系起到有益的作用。
[Abstract]:Aging is already a global problem, and China is also facing the problem of aging. Hebei Province is one of the provinces that entered the aging age earlier, and the number of the elderly population is growing rapidly. The proportion of the elderly population is on the rise. The increasing aging of the population has brought a considerable challenge to solving the problem of the aged in Hebei Province. Under the background of the deepening of the aging population, we should solve the problem of providing for the aged well. It is necessary to establish a perfect old-age service system in Hebei Province. Firstly, this paper expounds the basic theory of the old-age service system, and analyzes the present situation of the old-age service system in Hebei Province by means of comparative method, data analysis and empirical analysis. In order to meet the needs of the elderly, Hebei Province actively promotes the provision of the aged at home, and finally discusses the suggestions of perfecting the pension service system in Hebei Province, so as to sum up the problems in the development of the old-age service system, and finally discuss the suggestions to improve the old-age service system in Hebei Province. The construction of an old-age service system based on community old-age support, institutional old-age support, to meet the diverse needs of the elderly and multi-level pension services. The number of community old-age beds and institutional old-age beds in Hebei Province is in the forefront of the whole country. The Home Endowment call Service Network has covered all 172 counties (cities, districts and districts) throughout the province, creating a new pension model of the Rural Happiness Mutual Assistance Institute, which has been popularized throughout the country. The pension service system of Hebei Province also has imperfect laws and regulations and supervision and evaluation system, the amount of pension expenditure of urban and rural residents is relatively small, the service content is single, the service level is low, and the supply of pension service personnel is insufficient. The old-age service system is for the elderly group, we should start with the needs of the elderly group, to provide them with rich content, different levels of service, The government should play a leading role in formulating a sound legal system, perfecting the pension system, improving the pension level of urban and rural residents, and perfecting the supervision and evaluation system. The service body should develop in the direction of diversification and mobilize the strength of the whole society to deal with the problem of the aged. With the increase of age, the health of the elderly will gradually become worse, and they will become ill easily, so they will create specialized services. These are some suggestions for the perfection of the pension service system in Hebei Province and hope to play a beneficial role in perfecting the pension service system.
