【摘要】：網(wǎng)絡(luò)政治參與是以互聯(lián)網(wǎng)的迅速發(fā)展為背景的,網(wǎng)絡(luò)為公民的政治參與營造了全新的環(huán)境,開啟了全民參與的新景觀,開辟了公民參與政治的新機(jī)制,“網(wǎng)絡(luò)民主”呼聲越來越高。與傳統(tǒng)政治參與相比,網(wǎng)絡(luò)政治參與具有高效、便捷等明顯優(yōu)勢(shì),成為推動(dòng)我國民主政治建設(shè)和公眾政治參與的重要力量。但由于網(wǎng)絡(luò)信息技術(shù)具有“雙刃劍”的性質(zhì),這一性質(zhì)不可避免地也會(huì)對(duì)網(wǎng)絡(luò)政治參與造成影響。目前,我國的網(wǎng)絡(luò)政治參與仍處于探索發(fā)展時(shí)期,存在許多困境需要分析并加以解決,一是,網(wǎng)絡(luò)環(huán)境所具有的虛擬性、開放性等特征造成的網(wǎng)絡(luò)政治參與的無序和可操縱性等問題突出;二是由于網(wǎng)絡(luò)政治參與需要一定的經(jīng)濟(jì)、物質(zhì)和技術(shù)條件造成參與主體的權(quán)利的不平等問題、參與主體參與熱情與參與效能感不對(duì)稱的困境、參與主體參與文化的缺失等問題;三是政府在治理網(wǎng)絡(luò)政治參與時(shí)存在的困境�；趯�(duì)以上困境的分析,在借鑒國外治理網(wǎng)絡(luò)政治參與的經(jīng)驗(yàn)基礎(chǔ)上,從法制建設(shè)、網(wǎng)絡(luò)環(huán)境安全、政府電子政務(wù)、網(wǎng)絡(luò)公民政治素質(zhì)和參政能力等方面給予了相應(yīng)的建議和對(duì)策,希望能夠完善我國政府在網(wǎng)絡(luò)政治參與治理中的方式,完善我國網(wǎng)絡(luò)政治參與機(jī)制,促進(jìn)社會(huì)主義民主政治的發(fā)展。
[Abstract]:Network political participation is based on the rapid development of the Internet. The network has created a new environment for citizens' political participation and opened up a new landscape of popular participation. It has opened up a new mechanism for citizens to participate in politics, and the voice of "network democracy" is getting louder and higher. Compared with traditional political participation, network political participation has obvious advantages such as high efficiency, convenience, etc. It has become an important force to promote the construction of democratic politics and public political participation in our country. However, because of the "double-edged sword" nature of network information technology, this nature will inevitably also have an impact on network political participation. China's network political participation is still in the period of exploration and development. There are many difficulties to be analyzed and solved. One is the virtual nature of the network environment. The problems such as disorder and maneuverability of network political participation caused by openness and other characteristics are prominent. Second, because network political participation needs certain economic, material and technical conditions, the rights of the participants are not equal. The dilemma of participation enthusiasm and participation efficacy, the absence of participation culture, etc. The third is the dilemma that the government exists in the governance of network political participation, based on the analysis of the above dilemma, On the basis of using the experience of foreign countries for reference, this paper gives some suggestions and countermeasures from the aspects of legal system construction, network environment security, government e-government, network citizen's political quality and political participation ability, etc. It is hoped that our government can perfect the way of government participating in network politics, perfect the mechanism of network political participation, and promote the development of socialist democratic politics.
