【摘要】：民族關(guān)系與政策作為宋代治國理念及其實踐活動的重要組成部分,帶有強烈的時代特色。宋太宗在位時期,樹立了“守內(nèi)虛外”的“祖宗家法”治國理念,對周邊和境內(nèi)民族,采取寬松的羈縻民族政策。當與這些民族發(fā)生沖突時,宋朝傾向于用經(jīng)濟、文化手段解決矛盾,軍事手段往往被擱置一旁,由此形成了北宋與其他民族互相承認、長期共存的民族關(guān)系。北宋的這種民族政策及其實踐活動,在女真發(fā)動的強力軍事沖擊下難以發(fā)揮效力。“靖康之變”后,宋與女真民族關(guān)系成為宋朝民族關(guān)系,乃至一切國家軍政事務的中心。兩宋交替之際,宋朝完全喪失了與其他民族關(guān)系中的主導地位,在與女真民族關(guān)系中被迫退居從屬地位。這種狀況甚至影響了南宋處理其他民族關(guān)系——如與大理的民族關(guān)系——的態(tài)度和措施。這種局面在宋寧宗時期再次發(fā)生轉(zhuǎn)變。在政治上,歷經(jīng)南宋“開禧北伐”與金朝“南下擴地”的戰(zhàn)爭,女真最終主動求和,南宋重新取得民族關(guān)系中的主導權(quán)；在經(jīng)濟上,南宋實現(xiàn)了銅錢南流,經(jīng)濟上控制了金朝；在文化上,女真漢化的趨勢不可避免,以至于金朝皇帝一再強調(diào)要堅持本民族習俗。這就使得宋寧宗時期之后南宋與蒙古聯(lián)合滅金,一雪“靖康之恥”。宋寧宗在位時期,當時的決策層、邊防大臣和理學家等個人和群體也從不同的層面上,對宋與女真民族關(guān)系與政策也進行了不同程度的討論,并提出了一些建議。總體來看,就是“守內(nèi)”而不忘“復仇”。結(jié)合女真衰落的背景,可以認為這些意見基本符合當時的客觀實際,也起到了一定的積極作用。然而宋寧宗時期,北方蒙古已經(jīng)崛起,而南宋的民族政策并未及時做出主動而積極的調(diào)適,從而為日后的滅亡埋下了伏筆。
