【摘要】：2016年6月,普京在圣彼得堡國(guó)際經(jīng)濟(jì)論壇上提出了建立大歐亞伙伴關(guān)系的倡議。用層次分析法、對(duì)比分析法和文獻(xiàn)法對(duì)大歐亞伙伴關(guān)系提出的原因進(jìn)行探討,可以認(rèn)為俄羅斯和歐亞經(jīng)濟(jì)聯(lián)盟面臨的內(nèi)外經(jīng)濟(jì)困境是直接原因,而背后的深層原因,一方面在于歐洲衰落,亞洲崛起,"一帶一路"倡議穩(wěn)步推進(jìn),歐亞大陸的經(jīng)濟(jì)格局和經(jīng)濟(jì)態(tài)勢(shì)發(fā)生變革;另一方面在于世界力量對(duì)比發(fā)生變化,歐亞大陸不穩(wěn)定因素增加,俄羅斯國(guó)際地位提高,俄塑造國(guó)際秩序的愿望更加強(qiáng)烈。而歐亞經(jīng)濟(jì)聯(lián)盟的建立和發(fā)展、俄"東轉(zhuǎn)"政策取得一定成果、中俄關(guān)系的提質(zhì)、"一帶一盟"的成功對(duì)接和上海合作組織發(fā)展的新突破,為建設(shè)大歐亞伙伴關(guān)系提供了條件和基礎(chǔ)。大歐亞伙伴關(guān)系是俄羅斯和歐亞經(jīng)濟(jì)聯(lián)盟的發(fā)展戰(zhàn)略,是俄打造歐亞大陸一體化的整體方案,是俄塑造歐亞大陸經(jīng)濟(jì)秩序的重要框架,也是俄謀求"大西洋—太平洋大國(guó)"地位的重要抓手,中國(guó)應(yīng)予以重視。
[Abstract]:In June 2016, Putin put forward an initiative to establish the Great Eurasian Partnership at the St. Petersburg International Economic Forum. The reasons for the establishment of the Great Eurasian Partnership were discussed by the Analytic hierarchy process, the comparative analysis method and the literature method. It can be considered that the internal and external economic difficulties facing Russia and the Eurasian Economic Union are the direct causes, while the underlying causes lie on the one hand in the decline of Europe and the rise of Asia, and the "Belt and Road" initiative is steadily advancing. The economic pattern and economic situation of the Eurasian continent have changed; on the other hand, the balance of world power has changed, the unstable factors in the Eurasian continent have increased, and Russia's international status has increased. Russia's desire to shape the international order is even stronger. With the establishment and development of the Eurasian Economic Union, Russia's policy of "turning east" has achieved certain results, the quality of Sino-Russian relations, the successful docking of the "Belt and one Union" and the new breakthrough in the development of the Shanghai Cooperation Organization. It provides the conditions and foundation for the establishment of the Great Eurasian Partnership, which is the development strategy of Russia and the Eurasian Economic Union, as well as Russia's overall plan for building the integration of the Eurasian continent, It is an important framework for Russia to shape the Eurasian economic order, and also an important grasp for Russia to seek the status of "Atlantic-Pacific power". China should attach importance to it.
