【摘要】：社區(qū)是若干社會群體或社會組織聚集在某一領(lǐng)域里所形成的一個生活上相互關(guān)聯(lián)的大集體,是社會有機(jī)體最基本的內(nèi)容,是宏觀社會的縮影,是有著相近的物質(zhì)需求和精神需求的特定群體或特定組織的集合。安全社區(qū)是社區(qū)建設(shè)的基礎(chǔ)和升華,是提升和滿足人們物質(zhì)和精神需求的平臺。自2002年以來,我國安全社區(qū)建設(shè)步伐不斷加快。截至目前,全國有70%的省份已開展安全社區(qū)建設(shè)。2015年1月數(shù)據(jù)顯示,全國共創(chuàng)建國家級安全社區(qū)552個,在建單位1589個。各地區(qū)安全社區(qū)的主要工作都是安全社區(qū)理念的推廣,而針對創(chuàng)建單位創(chuàng)建效果以及持續(xù)改進(jìn)過程的評價卻未涉及。本文針對黑龍江省安全社區(qū)創(chuàng)建特點對創(chuàng)建過程的效果評價問題做了以下的研究:1.收集資料詳細(xì)分析我省安全社區(qū)建設(shè)過程中的突出特點,對比遼寧等地安全社區(qū)建設(shè)情況,確定黑龍江省安全社區(qū)的研究方向。2.研究在國家標(biāo)準(zhǔn)框架內(nèi)影響我省安全社區(qū)建設(shè)重點因素指標(biāo),分析相關(guān)國家標(biāo)準(zhǔn)在我省評審上存在的不適以及造成這些問題的原因。應(yīng)用文獻(xiàn)法、晤談法和經(jīng)驗總結(jié)法來建立黑龍江省安全社區(qū)評價指標(biāo)體系并量化。3.探究安全社區(qū)的模糊評價方法及綜合評價模型的建立,在前文研究的基礎(chǔ)上,把研究成果應(yīng)用到齊齊哈爾湖濱街道和建三江七星農(nóng)場社區(qū)的兩個不同類型的社區(qū)進(jìn)行評價試驗,最后對如何完善和規(guī)范我省安全社區(qū)評價指標(biāo)體系提出一些措施和建議。本文以黑龍江省安全社區(qū)評價指標(biāo)為研究對象,將《安全社區(qū)建設(shè)基本要求》(AQ/T9001-2006)和我省的實際情況相結(jié)合,建立適合本地區(qū)安全社區(qū)建設(shè)評價體系,既有助于創(chuàng)建單位對安全社區(qū)建設(shè)工作理解的深化,又有助于提高日常管理工作,還可以促進(jìn)安全監(jiān)管機(jī)構(gòu)對創(chuàng)建單位工作的指導(dǎo)、考核、評審,使工作常態(tài)化。
[Abstract]:Community is a large group which is formed by a number of social groups or social organizations in a certain field. It is the most basic content of social organism and the epitome of macro society. It is a collection of specific groups or organizations with similar material and spiritual needs. Safe communities are the foundation and sublimation of community building, the platform for upgrading and meeting people's material and spiritual needs. The pace of building safe communities in China has been accelerating. Up to now, 70% provinces across the country have carried out the construction of safe communities. In January 2015, data showed that a total of 552 national-level safe communities had been established nationwide. 1,589 units under construction. The main work of the safe communities in all regions is the promotion of the concept of safe communities. However, the evaluation of the creation effect and continuous improvement process of the establishment unit is not involved. This paper makes the following research on the evaluation of the creation process according to the characteristics of the establishment of the safety community in Heilongjiang province: 1. Collect the data and divide the details. This paper analyzes the prominent characteristics of the construction of safe community in our province. Comparing the situation of safety community construction in Liaoning and other places, determine the research direction of safety community in Heilongjiang Province. 2. Study the key factors that influence the construction of safety community in Heilongjiang Province within the framework of national standards. This paper analyzes the discomfort of the relevant national standards in the evaluation of our province and the causes of these problems. The interview method and the experience summary method are used to establish the evaluation index system of the safety community in Heilongjiang Province and to quantify .3.To explore the fuzzy evaluation method and the establishment of the comprehensive evaluation model of the safety community, on the basis of the previous research, The research results were applied to two different types of communities in Qiqihar Lakeside Street and the Sanjiang Seven Star Farm Community. Finally, some measures and suggestions on how to perfect and standardize the evaluation index system of safety community in Heilongjiang province are put forward. Combining AQP / T9001-2006 with the actual situation in our province and establishing an evaluation system suitable for the construction of safe community in our province, it will be helpful to establish a deeper understanding of the construction of safe community in the unit. It is also helpful to improve the daily management work, and can also promote the guidance, examination, review and normalization of the work of the safety supervision organization for the establishment of the unit.
