【摘要】：自特朗普就任美國總統(tǒng),美國退出《巴黎協(xié)定》已在意料中,但當(dāng)特朗普正式宣布退出仍引發(fā)了國際社會(huì)的廣泛關(guān)注。究其宣布退出的考慮不難看出,盡管美國政治信譽(yù)、國際合作和長遠(yuǎn)經(jīng)濟(jì)均受影響,但借此特朗普既可以提高其政治影響力、同時(shí)又可向國際社會(huì)重新要價(jià)。從國際應(yīng)對(duì)氣候變化的大形勢看,美國的退出不會(huì)根本逆轉(zhuǎn)全球氣候治理的大方向。但美國削減國內(nèi)氣候變化研究、多邊環(huán)境基金的資金支持和援助等政策將影響氣候變化的基礎(chǔ)研究和國際應(yīng)對(duì)氣候變化多邊機(jī)制,以及未來應(yīng)對(duì)氣候變化的國際合作和長期目標(biāo)的實(shí)現(xiàn)�！堵�(lián)合國氣候變化框架公約》的"共同但有區(qū)別"的責(zé)任原則將受到?jīng)_擊。就未來而言,全球應(yīng)對(duì)氣候變化的正向發(fā)展仍舊是主旋律,氣候治理正進(jìn)入多元主體發(fā)揮作用的時(shí)代,地方和民間組織層面將開展更多的技術(shù)創(chuàng)新務(wù)實(shí)合作,提高氣候變化科學(xué)及認(rèn)知的能力建設(shè)仍將是長期的任務(wù)。
[Abstract]:Since Trump became President of the United States, the withdrawal of the United States from the Paris Accords has been expected, but when Trump formally announced his withdrawal, it still attracted widespread attention from the international community. It is not difficult to see from the considerations of his withdrawal that, despite the political credibility of the United States, International cooperation and the long-term economy are affected, but Trump can both increase his political influence and recharge the international community. The withdrawal of the United States will not fundamentally reverse the general direction of global climate governance. But the United States is cutting back on domestic climate change research. Policies such as financial support and assistance from the multilateral Environment Facility will affect basic research on climate change and international multilateral mechanisms for addressing climate change, As well as future international cooperation and the achievement of long-term objectives to combat climate change. The principle of "common but differentiated" responsibilities of the United Nations Framework Convention on Climate change will be challenged... in the future, The positive development of the global response to climate change is still the main theme, and climate governance is entering an era of pluralistic actors, with more technical innovation and practical cooperation at the local and civil society levels. Building capacity to improve climate change science and awareness will remain a long-term task.
