【摘要】：中國城市社會(huì)行政組織的創(chuàng)設(shè),始于國民政府《特別市組織法》、《市組織法》之頒布。城市社會(huì)行政機(jī)構(gòu)的設(shè)置,在中國屬于首創(chuàng)。其職責(zé)范圍很大,管理的社會(huì)事務(wù)相當(dāng)多。在草創(chuàng)階段,城市社會(huì)行政工作的重心主要是設(shè)立機(jī)構(gòu),建章立制,當(dāng)然,在社會(huì)事業(yè)上也有一些舉措。城市社會(huì)行政組織的建立,開創(chuàng)了城市社會(huì)管理新格局,推動(dòng)了有關(guān)都市文明與城市社會(huì)管理知識(shí)的普及,促進(jìn)了城市社會(huì)管理理念的更新。但在國民黨統(tǒng)治時(shí)期的舊中國,其效果則未盡人意。
[Abstract]:The establishment of China's urban social administrative organizations began with the promulgation of the National Government's Organic Law of Special cities, the promulgation of the Municipal Organization Law, and the establishment of urban social administrative institutions, which are the first in China. The scope of their responsibilities is very large. There are quite a lot of social affairs to be managed. In the initial stage, the focus of urban social administration work was mainly on setting up institutions and establishing regulations and systems. Of course, there were also some measures in social undertakings, and the establishment of urban social administration organizations. It created a new pattern of urban social management, promoted the popularization of knowledge about urban civilization and urban social management, and promoted the renewal of urban social management concept.
