【摘要】：無論從歷史亦或是法理的角度,中國都擁有圖們江通海權(quán),但現(xiàn)實(shí)中卻無法真正行使該權(quán)利�；謴�(fù)圖們江通海權(quán)的戰(zhàn)略意義重大,有利于維護(hù)中國的國家安全,提升中國在東北亞地區(qū)格局中的戰(zhàn)略地位,拓展中國在日本海地區(qū)的戰(zhàn)略權(quán)益,推動圖們江國際合作開發(fā)和東北亞區(qū)域合作,推動我國在北冰洋航道開發(fā)中占據(jù)先機(jī)等。本文提出恢復(fù)圖們江通海權(quán)的相關(guān)政策建議,包括實(shí)施"借港出海"、"租地建港出海"、通過國際三方合作推動恢復(fù)通海權(quán)等。
[Abstract]:No matter from the historical or legal point of view, China has the right of linking the Tumen River to the sea, but in reality it cannot really exercise this right. The strategic significance of restoring the right to open the sea along the Tumen River is of great strategic significance, which is conducive to safeguarding China's national security. To enhance China's strategic position in the pattern of Northeast Asia, to expand China's strategic rights and interests in the Sea of Japan, and to promote international cooperation and development of the Tumen River and regional cooperation in Northeast Asia. This paper puts forward some policy suggestions for restoring the right to open the sea of the Tumen River, including the implementation of "to go to sea through the port", "to build the port by lease", and to promote the restoration of the right to open the sea through international tripartite cooperation.
