【摘要】：地方政府駐京辦事機(jī)構(gòu)是中央集權(quán)體制下聯(lián)系、溝通中央與地方間關(guān)系的特殊政治機(jī)構(gòu),其存在和發(fā)展有著深厚的歷史淵源。地方政府駐京辦事機(jī)構(gòu)萌生于周秦之際,以郡邸的形式成型于漢代,延續(xù)至隋唐初期,并在唐中期以后伴隨著地方勢力的成長而演變?yōu)檫M(jìn)奏院這一成熟形式。宋代以都進(jìn)奏院的形式加以改造,至元代而中止。明清時(shí)期,由非官方力量設(shè)置的會(huì)館代行了地方政府駐京辦事機(jī)構(gòu)的部分功能;而明代中晚期至清末,駐京提塘機(jī)構(gòu)又作為歷史上地方政府駐京辦事機(jī)構(gòu)之變異形式發(fā)揮了重要的作用。地方政府駐京辦事機(jī)構(gòu)及其相關(guān)制度體系是由中央與地方關(guān)系決定、又反過來對(duì)其產(chǎn)生影響和制約的一種表象結(jié)構(gòu)。這種表象結(jié)構(gòu)是在中央集權(quán)體系下的超大治理空間內(nèi)實(shí)現(xiàn)地方與中央接合與溝通的重要制度形式。
[Abstract]:The local government office in Beijing is a special political organization that links and communicates the relationship between the central government and the local government under the centralization system. Its existence and development have profound historical origins. The local government office in Beijing originated during the period of Zhou and Qin dynasties. Formed in the form of county residence in the Han Dynasty, continued to the early Sui and Tang dynasties, and in the middle of the Tang Dynasty with the growth of local forces and evolved into the form of rare. From the Yuan Dynasty to the Yuan Dynasty, during the Ming and Qing dynasties, some functions of the offices of the local governments stationed in Beijing were carried out on behalf of the guilds set up by unofficial forces; and from the middle and late Ming Dynasty to the end of the Qing Dynasty, As a variant form of the local government office in Beijing, the local government office in Beijing and its related system system are determined by the relationship between the central government and the local government. In turn, it is a kind of representation structure which influences and restricts it, which is an important system form of realizing the connection and communication between the local and the central government in the super-large governance space under the centralization system.
