【摘要】：政黨參加選舉獲得議席是實現(xiàn)其價值目標和政治理念的制度化途徑,政黨的活動開展以及行為方式很大程度上以選舉為導(dǎo)向,選舉是影響政黨發(fā)展的一個重要因素。通過分析歷屆香港區(qū)議會的選舉數(shù)據(jù)發(fā)現(xiàn):在區(qū)議會選舉中,有效政黨數(shù)呈下降趨勢,在目前的多黨格局下朝著形成少數(shù)幾個有影響力大黨的方向發(fā)展,同時獲得議席的政黨越來越來多;政黨議席率與得票率的損益值大多數(shù)情況下大于1,表明香港大部分政黨傾向于“過度代表”,同時損益值也呈現(xiàn)不穩(wěn)定性,出現(xiàn)個別政黨的損益值嚴重失衡現(xiàn)象;反映選民投票集中程度的SF值呈現(xiàn)下降趨勢,表明區(qū)議會選舉中選民出現(xiàn)投票集中的趨勢,這符合選民“心理效應(yīng)”和策略投票的理論預(yù)測;區(qū)議會選舉競爭指數(shù)上升,具有政黨背景的候選人比例有所提高,政黨更廣泛地參與了區(qū)議會的選舉,競爭程度增強;政黨議席分布情況以及政黨參選范圍說明,活躍于全港各個區(qū)議會并有著廣泛影響力的政黨很少,某些地區(qū)性政黨通過選舉獲得議席在區(qū)內(nèi)有著相當?shù)挠绊懥�。區(qū)議會選舉,提供選舉平臺、參政路徑,創(chuàng)造了政黨發(fā)展的有利條件;加劇政黨格局的分化與整合,增加了政黨發(fā)展的不穩(wěn)定因素;推進政黨體制的形成和發(fā)展,規(guī)制了政黨發(fā)展的空間和路徑;推動民眾的政治參與,擴大了政黨發(fā)展的民眾基礎(chǔ);此外,區(qū)議會的非政權(quán)性質(zhì)制約了政黨功能的進一步發(fā)展。區(qū)議會選舉對政黨理論規(guī)劃方面的影響體現(xiàn)在服務(wù)社區(qū)、關(guān)注民生、淡化政治和訴求民主四個方面,區(qū)議會選舉促使政黨注重地區(qū)組織的建設(shè)、強化政黨中央機構(gòu)建設(shè)以及積極培養(yǎng)政黨基層年輕骨干隊伍。香港政黨的發(fā)展將繼續(xù)保持并更加凸顯“一國兩制”的特點。在區(qū)議會影響因素下,結(jié)合香港的政治現(xiàn)實,香港的政黨發(fā)展將會出現(xiàn)強化組織建設(shè)趨勢、跨階層發(fā)展趨勢、進一步分化與整合趨勢以及形成選舉聯(lián)盟的趨勢。展望香港政黨政治的發(fā)展,香港政黨政治將隨著政制改革循序漸進地向前,將圍繞“雙普選”問題展開,并且存在著難以突破的發(fā)展限度。
[Abstract]:The political parties' participation in the election to obtain seats is the way to achieve their value goals and political ideas. The activities and behavior of political parties are to a large extent guided by elections. Election is an important factor affecting the development of political parties. Through the analysis of the election data of successive District councils in Hong Kong, it is found that the number of effective political parties is on the decline in district board elections. Under the present multi-party pattern, it is developing towards the direction of forming a few influential big parties, and at the same time, more and more political parties have won seats; The profit and loss value of political party seat and vote rate is more than 1 in most cases, which indicates that most political parties in Hong Kong tend to be "over-represented", and at the same time, the profit and loss value is unstable, and the profit and loss value of individual political party is seriously out of balance. The SF value, which reflects the degree of voter concentration, shows a downward trend, which indicates that voters have a tendency of voting concentration in district board elections, which is in line with the theoretical prediction of "psychological effect" and strategic voting of voters, and the competition index of district board elections increases. The increase in the proportion of candidates with political affiliation, the wider participation of political parties in district council elections and the increased level of competition; the distribution of political party seats and the scope of political parties' participation in elections, There are very few political parties active in the various district councils in Hong Kong and have extensive influence. Some regional political parties have considerable influence in the district through the election of seats. It creates favorable conditions for the development of political parties, intensifies the differentiation and integration of political parties, increases the unstable factors in the development of political parties, promotes the formation and development of the political party system, regulates the space and path for the development of political parties, and promotes the political participation of the people. In addition, the non-political nature of the District councils restricts the further development of the functions of the political parties. The impact of the District Council elections on the theoretical planning of political parties is reflected in serving the community and paying attention to the people's livelihood. Desalination of politics and pursuit of democracy, District Council elections urge political parties to pay attention to the construction of regional organizations. Strengthen the building of the central organs of political parties and actively train the young cadres of political parties at the grass-roots level. The development of political parties in Hong Kong will continue to maintain and further highlight the characteristics of "one country, two systems." under the influence of the District councils, and in the light of the political reality in Hong Kong, The development of political parties in Hong Kong will show the trend of strengthening organizational construction, cross-class development, further differentiation and integration, and the trend of forming an electoral alliance. Look forward to the development of party politics in Hong Kong. Political party politics in Hong Kong will move forward step by step with the political reform, and will revolve around the issue of "double universal suffrage", and there are some limits of development which are difficult to break through.
