【摘要】：我國人口老齡化形勢日趨嚴峻,人口老齡化對我國經(jīng)濟、社會、政治及文化產(chǎn)生了巨大影響。經(jīng)濟新常態(tài)下如何解決老年人養(yǎng)老問題是關系的民生重大課題,有效解決養(yǎng)老問題對于提高老年人晚年生活質量和維護整個社會的穩(wěn)定和諧具有至關重要的意義。在家庭和機構養(yǎng)老方式承載能力相對不足的情況下,學者們引入社區(qū)養(yǎng)老模式解決老年人養(yǎng)老問題。社區(qū)養(yǎng)老在我國是一種新型的養(yǎng)老模式。與傳統(tǒng)養(yǎng)老模式相比,社區(qū)養(yǎng)老模式通過整合家庭和社區(qū)養(yǎng)老資源,將社區(qū)作為服務供給的依托,可以以較低的成本投入讓老年人在熟悉的生活環(huán)境中得到專業(yè)服務。目前我國的社區(qū)及基層組織發(fā)展日趨完善,已經(jīng)具備了開展社區(qū)養(yǎng)老的組織基礎。近年來,我國政府十分重視社區(qū)養(yǎng)老工作的開展,2015年國務院更是將發(fā)展社區(qū)和居家養(yǎng)老列入了政府年度工作報告。各地對社區(qū)養(yǎng)老模式開展了廣泛的實踐,取得許多成果也暴露出諸多問題。本研究基于嵌入理論、需求層次理論、福利多元理論從社區(qū)養(yǎng)老服務供給的角度出發(fā),對濟南市社區(qū)養(yǎng)老服務供給中政策規(guī)定、組織形式、服務平臺構建、服務內容以及服務人員等幾個方面的現(xiàn)狀進行梳理。并特別注意對以往學者研究中沒有利用大量零散數(shù)據(jù)進行挖掘,通過這些數(shù)據(jù)的匯總統(tǒng)計,進而發(fā)現(xiàn)濟南市現(xiàn)有養(yǎng)老服務供給中存在著政策配套不完善、資金投入不足、服務質量不高以及認可度低的問題。而產(chǎn)生這些問題的主要原因有缺乏實踐行政協(xié)同、社區(qū)養(yǎng)老服務參與主體較少、市場機制尚未建立、服務人員隊伍素質不高、社區(qū)養(yǎng)老宣傳不到位等。針對產(chǎn)生這些問題的原因,本研究結合相關理論并借鑒國外開展社區(qū)養(yǎng)老服務實踐的成功經(jīng)驗基礎上,為進一步完善濟南市社區(qū)養(yǎng)老服務供給體系,提出加強行政協(xié)同完善政策配套、吸引社會資金參與社區(qū)養(yǎng)老以拓寬資金來源,引入市場機制,加強宣傳促進全社會以樹立社區(qū)養(yǎng)老觀念四個政策建議。
[Abstract]:The situation of aging population in China is becoming more and more serious. The aging of population has a great impact on the economy, society, politics and culture of our country. How to solve the problem of old-age support for the elderly in the new normal state of economy is a major issue related to the livelihood of the people. It is very important to solve the pension problem effectively to improve the quality of life of the elderly and to maintain the stability and harmony of the whole society. Scholars introduce the community pension model to solve the elderly pension problem. Community pension is a new type of pension model in China. Compared with the traditional old-age model, the community old-age care model through the integration of family and community old-age resources. Taking the community as the support of service supply, we can make the elderly get professional services in the familiar living environment with lower cost. At present, the development of our community and grass-roots organizations is becoming more and more perfect. In recent years, our government attaches great importance to the development of community pension work. In 2015, the State Council included the development of community and home pension in the government's annual work report. The research is based on the embedding theory, the theory of hierarchy of demand, and the multiple theory of welfare from the perspective of the provision of community pension services. To Jinan community old-age service supply policy provisions, organizational forms, service platform construction. Service content and service personnel and other aspects of the status quo is combed. And special attention to the past scholars did not use a large number of scattered data mining, through these data summary statistics. Furthermore, it is found that there are imperfect policies and insufficient investment in the supply of pension services in Jinan. The main reasons for these problems are lack of practical administrative coordination, less participants in community pension services, and the market mechanism has not yet been established. The quality of service staff is not high, the community pension publicity is not in place. In view of the causes of these problems, this study combines the relevant theory and draw lessons from the successful experience of overseas community pension service practice. In order to further improve the supply system of community old-age care service in Jinan, it is proposed to strengthen administrative coordination and improve the policy, attract social funds to participate in community pension in order to broaden the sources of funds and introduce the market mechanism. Strengthen propaganda to promote the whole society in order to establish the concept of community pension four policy recommendations.
