【摘要】：作為增強企業(yè)競爭力和可持續(xù)性的重要工具,生態(tài)創(chuàng)新受到了世界范圍內(nèi)的廣泛關(guān)注,尤其在學(xué)術(shù)界,生態(tài)創(chuàng)新相關(guān)的理論研究成為熱點問題,相對而言,實證研究方面有所欠缺。在現(xiàn)實中,生態(tài)創(chuàng)新的發(fā)展路徑仍不明晰。鑒于此種情形,這里將在現(xiàn)有生態(tài)創(chuàng)新理論研究的基礎(chǔ)上,結(jié)合生態(tài)創(chuàng)新現(xiàn)實發(fā)展情勢,綜合生態(tài)學(xué)、經(jīng)濟學(xué)、管理學(xué)等學(xué)科,力求能夠?qū)W盟“生態(tài)創(chuàng)新行動計劃”做出科學(xué)合理、全面系統(tǒng)的分析,對于指導(dǎo)我國生態(tài)創(chuàng)新實踐、推進科學(xué)發(fā)展有重要意義。在全球綠色經(jīng)濟轉(zhuǎn)型的呼吁下,歐盟將環(huán)境政策納入優(yōu)先考慮地位,尤其重視生態(tài)創(chuàng)新的發(fā)展問題,這在主觀上推動生態(tài)創(chuàng)新專項發(fā)展措施的出臺;而歐盟生態(tài)創(chuàng)新挑戰(zhàn)日益增長的現(xiàn)狀,也在客觀上促成“生態(tài)創(chuàng)新行動計劃”的出臺�！吧鷳B(tài)創(chuàng)新行動計劃”是歐盟致力于發(fā)展生態(tài)創(chuàng)新的一個專項規(guī)劃,主要內(nèi)容包括加強環(huán)境立法和政府管制,支持示范性項目,制定新的環(huán)境標準與效益目標系統(tǒng),為中小企業(yè)提供金融支持和服務(wù),開展國際合作,培養(yǎng)與就業(yè)崗位相匹配的就業(yè)技能,通過創(chuàng)新聯(lián)盟整合歐洲創(chuàng)新資源等�！吧鷳B(tài)創(chuàng)新行動計劃”建立了全方位的項目支撐體系、靈活的項目協(xié)調(diào)機制、穩(wěn)固的生態(tài)創(chuàng)新型企業(yè)資助機制與規(guī)范的項目資助標準,同時注重開展跨國合作項目,運用網(wǎng)絡(luò)、論壇、雜志等多種推介方式廣泛宣傳造勢。盡管“生態(tài)創(chuàng)新行動計劃”剛步入發(fā)展階段,但該計劃在促進經(jīng)濟轉(zhuǎn)型,推進生態(tài)創(chuàng)新,增強競爭優(yōu)勢方面已經(jīng)顯示出了巨大潛力。為實現(xiàn)生態(tài)創(chuàng)新的有效推廣,根據(jù)歐盟生態(tài)創(chuàng)新方面的發(fā)展經(jīng)驗,結(jié)合我國生態(tài)與經(jīng)濟發(fā)展現(xiàn)狀,這里提出5個方面的政策建議:制定專項行動規(guī)劃;搭建項目支撐平臺;創(chuàng)造領(lǐng)先市場;構(gòu)建創(chuàng)新型聯(lián)盟;發(fā)揮示范效應(yīng);以及開展國際環(huán)境合作。最后指出,“生態(tài)創(chuàng)新行動計劃”的后續(xù)研究應(yīng)注重實證調(diào)查與分析,在發(fā)展中調(diào)適生態(tài)創(chuàng)新發(fā)展機制,以求持續(xù)完善與改進。
[Abstract]:As an important tool to enhance the competitiveness and sustainability of enterprises, ecological innovation has received worldwide attention, especially in academia, ecological innovation related theoretical research has become a hot issue, relatively speaking. In reality, the development path of ecological innovation is still not clear. In view of this situation, this paper will combine the actual development situation of ecological innovation on the basis of the existing ecological innovation theory research. Comprehensive ecology, economics, management and other disciplines, strive to be able to make a scientific and rational, comprehensive and systematic analysis of the European Union "Ecological Innovation Action Plan", to guide the practice of ecological innovation in China. It is of great significance to promote the development of science. Under the appeal of the global green economy transformation, the EU has given priority to environmental policy, especially to the development of ecological innovation. This subjectively promotes the introduction of special development measures for ecological innovation; The growing challenge of ecological innovation in the European Union has also contributed to the introduction of the Ecological Innovation Action Plan, which is a special plan of the European Union devoted to the development of ecological innovation. The main elements include strengthening environmental legislation and government regulation, supporting model projects, developing new systems of environmental standards and benefits objectives, providing financial support and services to small and medium-sized enterprises, and developing international cooperation. Training employment skills matching with employment positions, integrating European innovation resources through innovation alliance, etc. "Ecological Innovation Action Plan" has established a comprehensive project support system and flexible project coordination mechanism. Stable ecological innovative enterprise funding mechanism and standardized project funding standards, while focusing on transnational cooperation projects, the use of networks, forums. Although the "Ecological Innovation Action Plan" has just entered the stage of development, it is promoting economic transformation and promoting ecological innovation. In order to realize the effective promotion of ecological innovation, according to the development experience of EU ecological innovation, combined with the current situation of ecological and economic development in China. Here put forward five aspects of policy recommendations: to formulate a special action plan; Build project support platform; Create leading markets; Constructing innovative alliance; Exerting demonstration effect; Finally, it is pointed out that the follow-up study of the Ecological Innovation Action Plan should focus on the empirical investigation and analysis, and adjust the ecological innovation development mechanism in the course of development in order to continuously perfect and improve.
