【摘要】：鎮(zhèn)管社區(qū)是在快速城市化的背景下,上海浦東順應(yīng)大區(qū)域管理和大規(guī)模人口導(dǎo)入需求而進(jìn)行的一項(xiàng)社區(qū)管理創(chuàng)新。鎮(zhèn)管社區(qū)治理模式的核心是黨的領(lǐng)導(dǎo),基礎(chǔ)是基層自治,發(fā)展方向是社區(qū)共治,具體定位為鎮(zhèn)與居委之間的綜合管理平臺、協(xié)商共治平臺和服務(wù)平臺,最終目標(biāo)是實(shí)現(xiàn)服務(wù)有效下沉、廣泛覆蓋各個(gè)居住區(qū)、自治共治逐步發(fā)育。鎮(zhèn)管社區(qū)模式出現(xiàn)和發(fā)展的過程,本質(zhì)上是社區(qū)權(quán)力關(guān)系不斷調(diào)整、權(quán)力結(jié)構(gòu)不斷重組的過程。論文圍繞優(yōu)化鎮(zhèn)管社區(qū)的權(quán)力關(guān)系這一根本目標(biāo),深入研究鎮(zhèn)管社區(qū)權(quán)力關(guān)系運(yùn)行現(xiàn)狀和存在的問題,提出優(yōu)化鎮(zhèn)管社區(qū)模式下權(quán)力關(guān)系的對策建議。論文的選題具有重要的理論意義和實(shí)用價(jià)值。本論文研究主要從鎮(zhèn)管社區(qū)有關(guān)理論、治理模式、權(quán)力關(guān)系的現(xiàn)狀、問題及優(yōu)化的對策建議等方面展開論述,運(yùn)用的研究方法主要有:文獻(xiàn)研究法、案例分析法和比較研究法等。在對社區(qū)與鎮(zhèn)管社區(qū)、權(quán)力與權(quán)力關(guān)系等概念進(jìn)行簡要說明的基礎(chǔ)上,重點(diǎn)闡述公民社會理論、治理理論和權(quán)力制約理論的核心思想;在對鎮(zhèn)管社區(qū)的發(fā)展背景、治理模式和體制框架設(shè)計(jì)等進(jìn)行簡要分析的基礎(chǔ)上,研究鎮(zhèn)管社區(qū)的治理經(jīng)驗(yàn)和困境;從鎮(zhèn)管社區(qū)的權(quán)力主體構(gòu)成開始分析,研究鎮(zhèn)管社區(qū)的橫向與縱向權(quán)力關(guān)系,闡述內(nèi)在的權(quán)力互動邏輯,指出鎮(zhèn)管社區(qū)權(quán)力關(guān)系存在的諸如權(quán)力結(jié)構(gòu)行政化等不足;分別從制度層面、組織層面和運(yùn)行層面,給出加強(qiáng)鎮(zhèn)管社區(qū)頂層設(shè)計(jì)、優(yōu)化鎮(zhèn)管社區(qū)權(quán)力配置和健全鎮(zhèn)管社區(qū)權(quán)力運(yùn)行機(jī)制的對策建議。論文的創(chuàng)新之處在于:一是論文研究的開創(chuàng)性,經(jīng)過檢索發(fā)現(xiàn),目前我國鮮有研究鎮(zhèn)管社區(qū)的權(quán)力關(guān)系的文章;二是提供了系統(tǒng)全面研究社區(qū)權(quán)力關(guān)系的有效途徑;三是研究的實(shí)踐指導(dǎo)意義,有利于進(jìn)一步指導(dǎo)我國城市化進(jìn)程中不同地區(qū)、不同模式的鎮(zhèn)管社區(qū)的具體實(shí)踐。本文力圖對浦東鎮(zhèn)管社區(qū)的權(quán)力關(guān)系做出有益的理論與實(shí)踐探索,從推進(jìn)鎮(zhèn)管社區(qū)善治的目標(biāo)出發(fā),通過優(yōu)化權(quán)力配置,完善相關(guān)制度安排,健全權(quán)力運(yùn)行機(jī)制,使鎮(zhèn)管社區(qū)治理的權(quán)力關(guān)系更為合理更有秩序,消除社區(qū)治理權(quán)力的結(jié)構(gòu)困境,提高社區(qū)的民主治理水平。
[Abstract]:Tube Town community is in Rapid City under the background of a community management innovation in Shanghai Pudong to comply with the regional management and large-scale population needs for the town. The core tube of community governance is the leadership of the party, is the foundation of grassroots self-governing, is the development direction of the community governance, the specific location for the town and in the comprehensive management the platform committee between the deliberative consultation platform and service platform, the ultimate goal is to achieve effective service sink, widely covering all residential areas, autonomous governance gradually developed. This paper tries to make a tube a useful theoretical and practical exploration on the town of Pudong power management community, starting from promoting the town managing community good governance objectives, through the optimization of power allocation, improve the relevant system arrangement, sound power The operation mechanism makes the power relationship of the town management community more reasonable and more orderly, eliminates the structural plight of community governance power, and improves the level of democratic governance in the community.
