20世紀以來，人類陷入全球性的生態(tài)危機，使發(fā)展面臨不可持續(xù)的嚴重威脅。基于對生態(tài)危機的深層反思，人類提出了可持續(xù)發(fā)展的戰(zhàn)略思想。 可持續(xù)發(fā)展強調(diào)環(huán)境、社會、經(jīng)濟的協(xié)調(diào)發(fā)展，它不僅需要政策、技術(shù)措施及其指標的實施和法律、法規(guī)的保障，更需要一個內(nèi)在的道德文化機制的導(dǎo)引。這個內(nèi)在機制就是環(huán)境倫理的思想。自20世紀30年代以來，西方的環(huán)境倫理理論不斷拓展其倫理疆界，把道德關(guān)懷的對象從人擴展到動物、生物及生態(tài)系統(tǒng)，主張人類應(yīng)該承認自然的道德權(quán)利。這無疑對環(huán)境保護和倫理學(xué)的發(fā)展都具有極重要的意義。但由于各派的分歧較多，缺乏統(tǒng)一的范式，使公眾無所適從。本文在分析、肯定現(xiàn)有的西方環(huán)境倫理理論合理成分的同時，指出它們存在的缺陷和不足，并將其合理內(nèi)核與中國古代環(huán)境倫理思想加以整合，建立起一套人與自然和諧統(tǒng)一的開放的，相對完善的可持續(xù)發(fā)展環(huán)境倫理體系。這套倫理體系把人類的環(huán)境倫理思想歸結(jié)為由低到高的三個境界：人本主義境界、生物平等境界、生態(tài)整體境界，并以此作為可持續(xù)發(fā)展的倫理基礎(chǔ)。 從這一理論的角度，通過對可持續(xù)發(fā)展的內(nèi)涵及其自身矛盾的分析，探討了“可持續(xù)”與“發(fā)展”能否兼容以及何以兼容的問題。在可持續(xù)發(fā)展的實踐問題上，提出了相應(yīng)的環(huán)境倫理的原則(人與自然的和諧原則、環(huán)境公正原則、可持續(xù)性原則、共同性原則)和具體的行為規(guī)范(清潔生產(chǎn)、合理開發(fā)和利用自然資源、合理消費、控制人口、維護和平)，并針對不同的行為主體，提出了不同的倫理要求�？沙掷m(xù)發(fā)展離不開科學(xué)技術(shù)的支持，本文在分析了科學(xué)技術(shù)的雙重性的基礎(chǔ)上指出應(yīng)當(dāng)善用科學(xué)技術(shù)，發(fā)展適用于可持續(xù)發(fā)展的綠色科技，把科學(xué)技術(shù)的應(yīng)用所帶來的環(huán)境的傷害降低到最小。
Since the 20th century, the development of mankind has being threatened because of the global ecological crisis. Based on the deep rethinking of that, mankind put forward the strategic theory of sustainable development.Sustainable development emphasizes the harmonious development of environment, society and economy. It needs not only the realization of policy, technological measures, targets and guarantee of laws, but also the guidance of inherent mechanism of moral and culture. This mechanism is the environmental ethics. Since 1930, western environmental ethics has expanded its ethical objects from man to animal, creature, eco-system, as well as advocated to admit the other species" moral rights. This doubtlessly has great significance to the environmental protection and the improvement of ethics. But that also makes people confused because of the disputes between different schools. This paper analyzed the environmental ethics of present west and affirmed their reasonable parts of idea as well as pointed out their shortcomings. Furthermore, based on integrating the environmental ethics of present west and ancient China, the thesis constructed an open and relatively complete system of environmental ethics that is regarded as the ethical basis of the sustainable development strategy. The theory summed up the man"s environmental ethic to three realms from the low level to high: humanism, creature-equality and eco-centralism.From the view of this theory, the paper discussed the problem of if "sustainability" and "development" are compatible and how they can get compatible. Concerning about the realization of sustainable development strategy, the author put forward some fundamental principles and primary regulations of environmental ethics that gave different ethical requirements to different behavior subjects. Because the realization of sustainable development strategy depends on the improvement of science and technology to the minimum, we should promote the "green technology" which is applicable to the sustainable development strategy.
