【摘要】：LY設(shè)計研究院是國家甲級建筑設(shè)計單位、國家甲級工程勘察單位,具有國家級智能化建筑專項工程設(shè)計資質(zhì),同時也是吉林省內(nèi)唯一的一家農(nóng)林行業(yè)甲級勘察設(shè)計研究單位,是一家高新技術(shù)企業(yè)。LY設(shè)計研究院成立至今一直采用綜合所的組織模式,盡管一些部門進行了變更和更替,但是研究院的基本組織框架沒有發(fā)生實質(zhì)性的改變。隨著時間的推移,市場的快速發(fā)展,如今LY設(shè)計研究院組織結(jié)構(gòu)明顯束縛了企業(yè)的發(fā)展,并且引發(fā)了企業(yè)內(nèi)部出現(xiàn)專業(yè)化分工模糊、人力資源浪費、缺乏專業(yè)市場營銷部門、生產(chǎn)管理能力同業(yè)務(wù)量增長矛盾突顯、高端人才管理機制不足等一些系列問題,嚴(yán)重制約了企業(yè)的發(fā)展。本項研究對LY設(shè)計研究院采用項目導(dǎo)向型組織結(jié)構(gòu)的背景、意義進行評述,根據(jù)目前國內(nèi)建筑設(shè)計行業(yè)組織模式的發(fā)展情況,明確項目導(dǎo)向型組織是未來建筑設(shè)計企業(yè)組織模式的重要選擇。進而以LY設(shè)計研究院為組織優(yōu)化研究對象,為其設(shè)計符合行業(yè)發(fā)展規(guī)律,適應(yīng)市場競爭,有效提升收益水平的項目導(dǎo)向型組織結(jié)構(gòu),解決其在組織機制方面存在問題,尋找其與先進建筑設(shè)計企業(yè)在組織及項目管理方面存在的問題和差距。從管理學(xué)的專業(yè)角度對其組織結(jié)構(gòu)功能進行梳理,明確建立以項目管理為核心,優(yōu)化人力資源配置,劃清各部門間的權(quán)責(zé)關(guān)系,提高部門和崗位產(chǎn)能的項目導(dǎo)向型建筑設(shè)計院組織優(yōu)化方案。在解決LY設(shè)計研究院設(shè)發(fā)展過程中遇到難題的同時也為國內(nèi)其它建筑設(shè)計企業(yè)提供建立項目導(dǎo)向型組織模式的范例。
[Abstract]:LY Design and Research Institute is the national Grade A architectural design unit, the national Grade A engineering survey unit, with the national intelligence building special project design qualification, and is also the only agricultural and forestry industry Grade A reconnaissance and design research unit in Jilin Province. LY Design and Research Institute is a high-tech enterprise. Since its establishment, it has adopted the organizational model of the Institute. Although some departments have been changed and replaced, the basic organizational framework of the institute has not changed substantially. With the passage of time and the rapid development of the market, the organizational structure of the LY Design and Research Institute has obviously constrained the development of the enterprise, and has led to the emergence of a vague division of specialization, a waste of human resources, and a lack of specialized marketing departments within the enterprise. The contradiction between the production management ability and the growth of business volume is prominent, and some problems, such as insufficient management mechanism of high-end talents, have seriously restricted the development of enterprises. This study reviews the background and significance of the project oriented organizational structure adopted by LY Institute of Design and Research. Clear project-oriented organization is an important choice for future architectural design enterprises. Then take LY Design and Research Institute as the research object of organization optimization, design the project-oriented organization structure which accords with the trade development law, adapts to the market competition, effectively promotes the income level, and solves the problems in the organization mechanism. To find out the problems and gaps between them and advanced architectural design enterprises in organization and project management. From the professional point of view of management, the organizational structure functions are combed, the project management is the core, the allocation of human resources is optimized, and the relationship between powers and responsibilities is clearly defined. Project-oriented building design institute to improve department and post production capacity. In order to solve the problems encountered in the development of LY Design and Research Institute, it also provides an example for other architectural design enterprises in China to establish project-oriented organization model.
