【摘要】：5年前,信息系統(tǒng)對(duì)企業(yè)而言只有有限功能,如今信息化能決定企業(yè)興亡,關(guān)乎企業(yè)成敗。根據(jù)全球最具權(quán)威的JT研究與顧問(wèn)咨詢公司Gartner統(tǒng)計(jì),2014年全球信息化總支出超過(guò)3.7萬(wàn)億美元。半導(dǎo)體企業(yè)作為技術(shù)密集、資本密集的經(jīng)濟(jì)體,其產(chǎn)品創(chuàng)新程度很高,而且需要高額投資,屬于高風(fēng)險(xiǎn)和高收益的企業(yè)。隨著經(jīng)濟(jì)全球化的不斷推進(jìn),半導(dǎo)體企業(yè)的商業(yè)活動(dòng)都已跨越了國(guó)界,通過(guò)對(duì)外貿(mào)易、資本流動(dòng)、技術(shù)轉(zhuǎn)移、提供服務(wù)等方式形成了一個(gè)全球方位的有機(jī)經(jīng)濟(jì)經(jīng)濟(jì)體,而這一切無(wú)不依賴每個(gè)半導(dǎo)體企業(yè)信息化的發(fā)展。隨著信息化投入的不斷增加,企業(yè)如何評(píng)價(jià)信息化的投入及產(chǎn)出效果,如何評(píng)價(jià)信息化對(duì)企業(yè)整體績(jī)效水平影響等諸如此類的問(wèn)題不斷被提出。因此企業(yè)信息化的績(jī)效如何,企業(yè)信息化的目標(biāo)是否實(shí)現(xiàn),迫切需要用一個(gè)客觀的評(píng)價(jià)體系進(jìn)行說(shuō)明。信息化績(jī)效評(píng)價(jià)儼然成為一個(gè)投資者和管理者迫切需要了解和認(rèn)知的問(wèn)題。本文正是在上述背景下,提出了對(duì)半導(dǎo)體企業(yè)信息化績(jī)效評(píng)價(jià)體系問(wèn)題的相關(guān)研究,這對(duì)于中國(guó)半導(dǎo)體產(chǎn)業(yè)發(fā)展具有一定理論和現(xiàn)實(shí)指導(dǎo)意義。本文首先概述了信息化績(jī)效評(píng)價(jià)體系的研究背景和研究意義,簡(jiǎn)要回顧了國(guó)內(nèi)外企信息化績(jī)效評(píng)價(jià)體系研究狀況,詳細(xì)介紹了標(biāo)桿管理框架；其次圍繞半導(dǎo)體企業(yè)信息化績(jī)效評(píng)價(jià)體系構(gòu)建和應(yīng)用中存在的問(wèn)題和成因,進(jìn)行了詳細(xì)分析；然后著重參考NIEC(國(guó)家信息化測(cè)評(píng)中心)公布的信息化績(jī)效指標(biāo)體系,構(gòu)建了ABC公司的信息化績(jī)效評(píng)價(jià)體系,并付諸實(shí)施；最后在優(yōu)化階段,引進(jìn)了IBM公司的先進(jìn)7C管理理念和問(wèn)卷調(diào)查反饋,完善了NIEC信息化績(jī)效指標(biāo)體系,這對(duì)中國(guó)半導(dǎo)體企業(yè)信息化績(jī)效評(píng)價(jià)體系的完善具有一定的借鑒和參考價(jià)值。
[Abstract]:Five years ago, information system had only limited function for enterprises. Now, information system can determine the rise and fall of enterprises, related to the success or failure of enterprises. According to Gartner, the world's most authoritative research and consulting firm, global IT spending totaled more than $3.7 trillion in 2014. As a technology-intensive and capital-intensive economy, semiconductor enterprises have a high degree of product innovation and need high investment, so they belong to high risk and high income enterprises. With the development of economic globalization, the business activities of semiconductor enterprises have crossed national boundaries. Through foreign trade, capital flow, technology transfer, service delivery and so on, a global organic economy has been formed. And all of this depends on the development of information technology for each semiconductor enterprise. With the increasing of information investment, such questions as how to evaluate the effect of input and output of informatization, how to evaluate the effect of informatization on the overall performance level of enterprise have been raised. Therefore, it is urgent to use an objective evaluation system to explain how the performance of enterprise informatization and whether the goal of enterprise informatization can be achieved. Information performance evaluation has become an urgent need for investors and managers to understand and recognize the problem. Under the above background, this paper puts forward the related research on the performance evaluation system of semiconductor enterprise informatization, which has certain theoretical and practical guiding significance for the development of semiconductor industry in China. Firstly, this paper summarizes the research background and significance of informatization performance evaluation system, briefly reviews the research situation of domestic foreign enterprise informatization performance evaluation system, and introduces the benchmarking management framework in detail. Secondly, the problems and causes in the construction and application of semiconductor enterprise informatization performance evaluation system are analyzed in detail, and then the information performance index system published by the National Information Evaluation Center (NIEC) is emphatically referred to. The information performance evaluation system of ABC company is constructed and put into practice. Finally, in the optimization stage, the advanced 7C management concept and questionnaire feedback of IBM company are introduced to perfect the performance index system of NIEC informatization. This has certain reference value to the improvement of the performance evaluation system of Chinese semiconductor enterprise informatization.
