江西省電動汽車充換電業(yè)務(wù)發(fā)展研究

【摘要】:進(jìn)入21世紀(jì)以來,隨著全球人口和經(jīng)濟(jì)規(guī)模的不斷增長,人類面臨環(huán)境污染和化石能源短缺的嚴(yán)峻考驗(yàn),大氣中二氧化碳濃度升高帶來的全球氣候變化早已經(jīng)是不爭的事實(shí)。汽車作為人類生活工作中最普遍也最重要的交通工具,其節(jié)能減排已成為一個(gè)全球問題,發(fā)展以電動汽車為主的新能源汽車變得刻不容緩。電動汽車推廣應(yīng)用的前提是大力發(fā)展電動汽車充換電業(yè)務(wù),建設(shè)配套的電動汽車智能充換電服務(wù)網(wǎng)絡(luò)。江西省政府加強(qiáng)電動汽車充換電設(shè)施宏觀調(diào)控和管理,加大政策扶持力度,國家電網(wǎng)充分發(fā)揮在充換電設(shè)施設(shè)計(jì)、建設(shè)和管理中的主體職能,政企聯(lián)合綜合考慮社會經(jīng)濟(jì)和電動汽車發(fā)展趨勢,嘗試建立起與江西社會經(jīng)濟(jì)發(fā)展相適應(yīng)、滿足廣大消費(fèi)者需要、布局科學(xué)合理、功能完善、安全高效的電動汽車充換電服務(wù)網(wǎng)絡(luò)。但是,經(jīng)過幾年的發(fā)展,江西省電動汽車充換電服務(wù)網(wǎng)絡(luò)發(fā)展不盡人意,制約電動汽車充換電發(fā)展的瓶頸突出,問題急需解決。本文首先對國內(nèi)外電動汽車及充換電設(shè)施發(fā)展現(xiàn)狀作了簡單回顧與梳理。其次結(jié)合江西經(jīng)濟(jì)社會發(fā)展情況,基于江西電動汽車以及充換電設(shè)施的發(fā)展現(xiàn)狀,從江西省電動汽車保有量增長趨勢、江西省電動汽車充電需求、電動汽車充電設(shè)施建設(shè)模式、電動汽車充電設(shè)施建設(shè)規(guī)模等方面,較為全面地分析了江西電動汽車充換電設(shè)施建設(shè)需求趨勢。再次從投資估算、綜合效益和風(fēng)險(xiǎn)三個(gè)方面,分析了電動汽車充換電設(shè)施建設(shè)的投入產(chǎn)出。最后,文章從國家宏觀調(diào)控、國網(wǎng)公司積極作為和地方政府政策扶持三個(gè)方面,提出了促進(jìn)江西省電動汽車充換電建設(shè)和電動汽車發(fā)展的建議。本文研究基于政府、電網(wǎng)公司的規(guī)劃和大量的社會調(diào)查,研究成果以解決問題為導(dǎo)向,具有一定的前瞻性,對促進(jìn)江西省電動汽車和充換電設(shè)施的健康良性發(fā)展具有一定的指導(dǎo)意義。
[Abstract]:Since entering the 21st century, with the continuous growth of global population and economic scale, mankind is faced with the severe test of environmental pollution and fossil energy shortage. It is an indisputable fact that the increase of carbon dioxide concentration in the atmosphere has brought about global climate change. As the most common and important means of transportation in human life, automobile energy saving and emission reduction has become a global problem, so it is urgent to develop new energy vehicles based on electric vehicles. The premise of electric vehicle popularizing and application is to develop the electric vehicle charging and changing service and to construct the matching intelligent charging and changing service network. The Jiangxi Provincial Government has strengthened the macro-control and management of electric vehicle charging and switching facilities, increased policy support, and the State Grid has given full play to its main functions in the design, construction and management of charging and switching facilities. By considering the development trend of social economy and electric vehicles, the government and enterprises are trying to set up a suit for Jiangxi's social and economic development, to meet the needs of the broad masses of consumers, to have a scientific and rational layout, and to improve their functions. Safe and efficient electric vehicle recharge service network. However, after several years of development, the development of electric vehicle charging and switching service network in Jiangxi Province is not satisfactory, the bottleneck restricting the development of electric vehicle charging and switching is prominent, and the problem needs to be solved urgently. In this paper, the development status of electric vehicles and charging and switching facilities at home and abroad is reviewed briefly. Secondly, according to the economic and social development of Jiangxi Province, based on the current situation of electric vehicles and charging and changing facilities in Jiangxi Province, from the increasing trend of electric vehicle ownership in Jiangxi Province, the charging demand of electric vehicles in Jiangxi Province, the construction mode of electric vehicle charging facilities in Jiangxi Province, Based on the scale of electric vehicle charging facility construction, the demand trend of Jiangxi electric vehicle charging and switching facility construction is analyzed comprehensively. Thirdly, the input and output of electric vehicle charging and changing facilities are analyzed from three aspects: investment estimation, comprehensive benefit and risk. Finally, the paper puts forward some suggestions on how to promote the electric vehicle charging and switching construction and the electric vehicle development in Jiangxi Province from the aspects of national macro-control, national network company actively acting as well as the policy support of the local government. This study is based on the planning of the government, power grid companies and a large number of social surveys. The research results are problem-oriented and have a certain degree of foresight. It has certain guiding significance to promote the healthy development of electric vehicles and charging and changing facilities in Jiangxi Province.
