【摘要】:大型工程項目中的設(shè)備采購及其安裝是一項重要的子工程,其成功與否及其效益水平直接影響到整體項目是否成功。本文基于績效管理理論中的平衡計分卡的主要概念和方法,構(gòu)建了在大型工程項目中針對機電設(shè)備供應(yīng)商的績效評估與選擇決策的一種可行方法,為大型設(shè)備采購及項目管理者提供一種較為系統(tǒng)化的決策分析工具。本文主要完成了以下工作。首先基于平衡計分卡的理論框架,具體建立大型設(shè)備供應(yīng)商的績效評價指標體系。該指標體系的重要特性,是較為均衡地考慮經(jīng)濟類指標和供應(yīng)商對設(shè)備供應(yīng)及安裝工程的管理能力指標,同時在時間上涵蓋設(shè)備采購階段和運行階段,從設(shè)備的購置、安裝和運行多層面地全面評價供應(yīng)商。接下來針對所設(shè)計的評價指標體系中的指標變量討論了具體的計算方法,對其中較為復雜的經(jīng)濟類指標的計算給出了較詳細的中間處理步驟和實例。對其他兩組指標,本文也較為詳細地闡述了基于作業(yè)數(shù)據(jù)的統(tǒng)計算法和說明。最后,論文著重論述了該設(shè)備供應(yīng)商績效評價方法中的評價計算部分,給出了基于多層指標體系的分層指標權(quán)重的計算方法,以及多層指標體系下的綜合績效指數(shù)計算方法,并概要說明了應(yīng)用案例和輔助分析工具的開發(fā)。本文內(nèi)容具體結(jié)合作者所在公司的業(yè)務(wù)實踐,初步取得了積極的效果。
[Abstract]:The purchase and installation of equipment in large engineering projects is an important sub-project, and its success and benefit level directly affect the success of the whole project. Based on the main concepts and methods of balanced scorecard in the theory of performance management, this paper presents a feasible method of performance evaluation and decision making for mechanical and electrical equipment suppliers in large engineering projects. It provides a systematic decision analysis tool for large equipment purchasing and project manager. This paper mainly completes the following work. Firstly, based on the theoretical framework of balanced scorecard, the performance evaluation index system of large equipment suppliers is established. The important characteristic of this index system is to consider the economic index and the supplier's management ability index of the equipment supply and installation project in a more balanced way. At the same time, it covers the equipment purchasing stage and the running stage in time, and the purchase of the equipment. Install and run a multi-level comprehensive evaluation of suppliers. Then the concrete calculation method is discussed for the index variables in the designed evaluation index system, and the detailed intermediate processing steps and examples are given for the calculation of the more complex economic class indexes. For the other two sets of indicators, this paper also describes the statistical algorithm and explanation based on job data in detail. Finally, the paper discusses the evaluation calculation part of the equipment supplier performance evaluation method, and gives the calculation method of the hierarchical index weight based on the multi-layer index system, as well as the comprehensive performance index calculation method under the multi-layer index system. The development of application cases and auxiliary analysis tools is also briefly described. The content of this paper combines the business practice of the company where the author works, and preliminary positive results have been obtained.
