【摘要】:隨著社會(huì)的不斷發(fā)展,能源對于一個(gè)國家的影響也越來越大。石油產(chǎn)業(yè)作為一種傳統(tǒng)能源產(chǎn)業(yè),其經(jīng)濟(jì)效益不言而喻。經(jīng)勘探、開采、生產(chǎn)、銷售這一產(chǎn)業(yè)鏈,石油企業(yè)可獲得巨大的經(jīng)濟(jì)利益,同時(shí)可為政府稅收貢獻(xiàn)力量。不僅如此,世界性的石油資源不再單純的只是促進(jìn)經(jīng)濟(jì)增長,它還與軍事力量強(qiáng)大與否,國家穩(wěn)定與否聯(lián)系緊密。而石油勘探作為我國石油工業(yè)的重要支撐,不僅關(guān)系到企業(yè)經(jīng)營效益,還影響國家的經(jīng)濟(jì),政治甚至國際地位。除了石油,另外一個(gè)對一個(gè)國家高速發(fā)展影響巨大的就是科學(xué)技術(shù)。科學(xué)技術(shù)對于企業(yè)的發(fā)展發(fā)揮著非常重要的作用,可以非?隙ǖ卣f,高水平的科學(xué)技術(shù)能夠有力地增強(qiáng)企業(yè)的市場競爭力。關(guān)于科技的重要性,在2014年9月中共中央政治局在北京中關(guān)村以實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略為題舉行第九次集體學(xué)習(xí)中,習(xí)近平總書記指出,科技興則民族興,科技強(qiáng)則國家強(qiáng)。黨的十八大做出了實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的重大部署,強(qiáng)調(diào)科技創(chuàng)新是提高社會(huì)生產(chǎn)力和綜合國力的戰(zhàn)略支撐,必須擺在國家發(fā)展全局的核心位置。這是黨中央綜合分析國內(nèi)外大勢、立足國家發(fā)展全局做出的重大戰(zhàn)略抉擇,具有十分重大的意義。從中也可以反映出科技的重要性。企業(yè)在發(fā)展過程中,需要開展對科技項(xiàng)目的管理,所謂科技項(xiàng)目,是指為解決一個(gè)比較復(fù)雜的綜合性的科學(xué)技術(shù)問題而確定的研究與試驗(yàn)發(fā)展工作。而在科技項(xiàng)目管理方面,由于各種因素的影響,使得企業(yè)在科技項(xiàng)目管理方面存在著諸多的問題,極大地影響到了企業(yè)科技項(xiàng)目管理水平。對此,本文以中油測井吐哈事業(yè)部科技項(xiàng)目管理模式作為研究對象,運(yùn)用調(diào)查分析的方法展開對中油測井吐哈事業(yè)部科技項(xiàng)目管理模式的調(diào)查,并分析了中油測井吐哈事業(yè)部科技項(xiàng)目管理模式存在的問題,主要表現(xiàn)為:人員職能不明確、科技項(xiàng)目的過程管理形式化、科技項(xiàng)目管理流程不完善、責(zé)任及風(fēng)險(xiǎn)不明確。針對這些問題,本文構(gòu)建了新的科技項(xiàng)目管理模式,并以吐哈事業(yè)部“熱中子成像(TNIS)測井技術(shù)在吐哈油田的推廣與應(yīng)用”科技項(xiàng)目為研究案例,從六個(gè)方面提出了相應(yīng)的解決對策,從而更好地幫助中油測井吐哈事業(yè)部提高科技項(xiàng)目管理水平。
[Abstract]:With the continuous development of society, the impact of energy on a country is growing. Petroleum industry as a traditional energy industry, its economic benefits are self-evident. Through exploration, exploitation, production and sale, petroleum enterprises can obtain huge economic benefits and contribute to the government tax revenue at the same time. Not only that, the world's oil resources are no longer simply to promote economic growth, it is also closely related to the strength of military power, national stability or not. As an important support of China's petroleum industry, petroleum exploration is not only related to the operating efficiency of enterprises, but also affects the economic, political and international status of the country. In addition to oil, another great impact on a country's rapid development is science and technology. Science and technology play a very important role in the development of enterprises, it can be said that the high level of science and technology can strengthen the competitiveness of enterprises in the market. On the importance of science and technology, in September 2014, the political Bureau of the CPC Central Committee held its ninth collective study in Zhongguancun, Beijing, on the topic of implementing the strategy of innovation-driven development. General Secretary Xi Jinping pointed out that science and technology make the nation prosperous, while strong science and technology make the country stronger. The 18th National Congress of the Communist Party of China made great arrangements for implementing the strategy of innovation-driven development, emphasizing that scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength, and must be placed at the core of the overall situation of national development. This is an important strategic choice made by the CPC Central Committee for comprehensive analysis of the general situation at home and abroad and based on the overall situation of national development, which is of great significance. It also reflects the importance of technology. In the process of development, enterprises need to carry out the management of scientific and technological projects. The so-called scientific and technological projects refer to the research and experimental development work determined to solve a more complex and comprehensive scientific and technological problem. In the aspect of science and technology project management, because of the influence of various factors, the enterprise has many problems in science and technology project management, which greatly affects the level of enterprise science and technology project management. In this paper, the management model of science and technology project of Tuha Dept. of CNOL logging is taken as the research object, and the method of investigation and analysis is used to carry out the investigation on the scientific and technological project management model of CTU. This paper also analyzes the problems existing in the management mode of science and technology project in Tuha Dept. of CNOU logging, which are mainly shown as follows: the function of personnel is not clear, the process management of science and technology project is formalized, the management process of science and technology project is not perfect, and the responsibility and risk are not clear. In order to solve these problems, a new scientific and technological project management model is constructed in this paper, and a case study on the application and popularization of thermal neutron imaging (TNIS) logging technology in Tuha Oilfield is presented. The corresponding countermeasures are put forward from six aspects in order to improve the management level of science and technology project in Tu-ha department of CNOL logging.
