【摘要】：正伴隨著經(jīng)濟(jì)體制改革逐步推進(jìn)和石油工業(yè)的快速發(fā)展,我國石油流通體制也經(jīng)歷了多次調(diào)整與變革。總體來說,石油流通管理經(jīng)歷了從高度集中的統(tǒng)一計(jì)劃管理到逐步放松管制進(jìn)行市場化改革的過程。同當(dāng)前世界大多數(shù)國家的石油市場開放程度相比,上游環(huán)節(jié)的行政性壟斷依然抑制著流通市場的發(fā)展活力,政府在價(jià)格形成機(jī)制中依然保持著主導(dǎo)作用。因此,仍需進(jìn)一步深化改革,擴(kuò)大開放,理清政府與市場的關(guān)系,促進(jìn)石油流通
[Abstract]:Along with the gradual advancement of economic system reform and the rapid development of petroleum industry, China's petroleum circulation system has also undergone many adjustments and changes. Generally speaking, Oil circulation management has gone through a process from highly centralized unified plan management to gradual deregulation and market-oriented reform. Compared with the degree of oil market opening in most countries in the world at present, The administrative monopoly in the upper reaches still inhibits the development of the circulation market, and the government still maintains its leading role in the price formation mechanism.
