【摘要】：論文利用動態(tài)面板的系統(tǒng)GMM估計方法、LMDI分解模型、歷史值外推模擬及線性規(guī)劃約束模型等探究了新常態(tài)下山東省環(huán)境規(guī)制對工業(yè)結構調整的影響及其大氣環(huán)境效應,得到以下結論:1)2001—2013年,山東省工業(yè)比重呈現(xiàn)先上升后下降的趨勢,污染密集型行業(yè)比重整體呈現(xiàn)先下降后上升的趨勢,二者的環(huán)境規(guī)制強度基本呈上升趨勢;2)環(huán)境規(guī)制對山東省工業(yè)比重、污染密集型行業(yè)比重和高新技術產業(yè)比重的影響系數(shù)分別為-0.043、-0.451和0.523,說明山東省環(huán)境規(guī)制的實施對工業(yè)結構的優(yōu)化調整具有正向作用;3)隨著山東省環(huán)境規(guī)制強度的增加,工業(yè)結構效應和技術效率效應抑制了大氣污染物排放量的增加,而污染密集型行業(yè)結構效應雖然是工業(yè)結構減排的主要原因,但其減排絕對量較小;4)對比寬松、適度、嚴格3種環(huán)境規(guī)制情景下的預測結果,新常態(tài)下山東省工業(yè)結構的調整力度和大氣污染物減排潛力依次增大。值得指出的是,適度環(huán)境規(guī)制下山東省工業(yè)結構調整更有利于經濟社會的可持續(xù)發(fā)展。
[Abstract]:In this paper, the system GMM estimation method based on dynamic panel is used to decompose the LMDI model. Historical value extrapolation simulation and linear programming constraint model explore the impact of environmental regulation on industrial structure adjustment and atmospheric environmental effects in Shandong Province under the new normal conditions. The following conclusions are obtained: 1: 1 (2001-2013). In Shandong Province, the proportion of industry increased first and then decreased, the proportion of pollution-intensive industries as a whole decreased first and then increased, and the environmental regulation intensity of both showed an upward trend. 2) the influence coefficients of environmental regulation on industrial proportion, pollution-intensive industry proportion and high-tech industry proportion of Shandong Province are -0.043 ~ (-0.451) and 0.523 respectively. It shows that the implementation of environmental regulation in Shandong Province has a positive effect on the optimization and adjustment of industrial structure. 3) with the increase of environmental regulation intensity in Shandong Province, industrial structure effect and technical efficiency effect restrain the increase of air pollutant emission. Although the structural effect of pollution-intensive industries is the main reason for the emission reduction of industrial structure, the absolute amount of emission reduction is relatively small. 4) comparing the forecast results of three kinds of environmental regulation scenarios: loose, moderate and strict, the adjustment of industrial structure and the emission reduction potential of atmospheric pollutants in Shandong Province increase in turn under the new normal. It is worth pointing out that. The adjustment of industrial structure in Shandong Province is more beneficial to the sustainable development of economy and society under moderate environmental regulation.
