【摘要】:電力體制改革關(guān)系到我國能源戰(zhàn)略的實施,也影響著國民經(jīng)濟的發(fā)展。本輪電力體制改革的主要任務(wù)是建設(shè)電力市場。2002年開始的第一輪電力市場化建設(shè)雖然取得一定的成效,但實際上仍未建立電力市場。經(jīng)過多年的累積,電力行業(yè)中暴露出一系列問題,而解決這一系列問題的關(guān)鍵在于電力市場建設(shè)。本輪電力市場化建設(shè)是以頂層設(shè)計為出發(fā)點,通過制度調(diào)整和市場主體的引入,達到多買多賣的局面,再基于市場交易的實際進行制度再調(diào)整,最終建立成熟的電力市場。在未來電力市場建設(shè)過程中,電網(wǎng)公司在配電和售電領(lǐng)域?qū)⑹ツ壳暗膲艛嗟匚?將面臨激烈的競爭,市場占有率將下降,部分人才也將流失。由于電網(wǎng)公司是本輪電力市場建設(shè)的主要力量,也是未來電力市場的主要參與者,所以,針對電網(wǎng)公司在未來電力市場環(huán)境下所遭遇的挑戰(zhàn)及應(yīng)對策略的研究十分必要而且十分緊迫。本文選取S電網(wǎng)公司作為研究對象。本文通過文獻分析確定未來電力市場交易的主要理論基礎(chǔ)和影響因素,再根據(jù)這些理論、因素及S電網(wǎng)公司實際所處的環(huán)境設(shè)計出一套簡化的電力交易模型。通過C語言程序和線性規(guī)劃進行模擬運算并證明這套模型實際可用后,再分析S電網(wǎng)公司在未來電力市場中將遭遇的挑戰(zhàn)。最后得出未來S電網(wǎng)公司在電力市場條件下的盈利點,并提出建議。本文研究發(fā)現(xiàn),電力市場交易機制和定價機制的變化,將對電網(wǎng)公司的盈利模式和盈利能力造成極大的影響。電網(wǎng)公司現(xiàn)有的售電業(yè)務(wù)和增量配電業(yè)務(wù)將面臨激烈的市場競爭,因此,電網(wǎng)公司在財務(wù)領(lǐng)域需要做好運營成本控制,在市場領(lǐng)域需要做好電價和交易電量配合,以及市場活動和品牌經(jīng)營,在運營領(lǐng)域需要防范運營風(fēng)險以及防止人才過度流失。
[Abstract]:The reform of electric power system is related to the implementation of our country's energy strategy. It also affects the development of the national economy. The main task of this round of electric power system reform is to build the electricity market. Although the first round of electric power market construction began in 2002, it has achieved certain results. However, the electricity market has not been established. After years of accumulation, a series of problems have been exposed in the power industry. The key to solve this series of problems lies in the construction of the electricity market. This round of electricity market construction is based on the top-level design, through the system adjustment and the introduction of the market main body, to achieve the situation of buying more and selling more. Then based on the actual market transaction system readjustment, finally establish a mature electricity market. In the future electricity market construction process, grid companies will lose their current monopoly position in the field of distribution and power sale. Will face fierce competition, market share will decline, some talent will be lost. Because the power grid company is the main power of this round of electricity market construction, but also the main participants in the future electricity market, so. It is necessary and urgent to study the challenges faced by power grid companies in the future power market environment and how to deal with them. In this paper, S power grid company is selected as the research object, and the future electricity is determined by literature analysis. The main theoretical basis and influencing factors of market trading. Then according to these theories, factors and the actual environment of S power grid company, a set of simplified electric power transaction model is designed. The simulation operation is carried out by C language program and linear programming, and the model is proved to be practical. Finally, the paper points out the future S grid company's profit point under the power market conditions, and puts forward some suggestions. The change of power market transaction mechanism and pricing mechanism will have a great impact on the profit model and profitability of power grid companies. The existing power sale business and incremental distribution business of grid companies will face fierce market competition. Therefore, grid companies need to do a good job in the financial field of operational cost control, in the market area needs to do a good job in the electricity price and transaction electricity, as well as market activities and brand management. In the field of operations, we need to guard against operational risks and to prevent excessive brain drain.
